Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI9133 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-35. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 112990, which has a size standard of $0.75 in millions of dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure a custom generation and delivery of genetically modified mouse models on a sole source basis from Taconic Farms. This is to generate a Conditional Knockout Out Mouse using the Artemice platform with the following steps: 1) locus characterization, 2) conditional targeting vector construction, 3) transfection of vector into C57Bl/6 ES cells, 4) isolation of targeted ES cell clones and molecular validation with external and internal probes, 5) injection of targeted ES cells into diploid blastocysts, 6) chimera generation, and 7) crossbreed chimeric mice with flp delete for in vivo selection marker deletion and to generate mice heterozygous for the conditional knock out allele. The vendor must have a proven record of success with conditional gene targeting technologies and provide the Cre-lox, CreER, and FLP-FRT systems to allow for further temporal or tissue specific gene modification in vivo. The mouse model must be fully licensed to customer with positive/negative selection and isogenic DNA patents. Expected timeline for generation of one Conditional Knockout Mouse Model is 46 weeks. The expected deliverable is at least two breeding pairs of C57BL/6 mice heterozygous for the selected mutation, potentially carrying the flp deleter transgene. The Award will be based on: 1) the capability to perform the above stated salient characteristics, and 2) price. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
