- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase, on a sole source basis in accord with FAR 6.302-1, BMC Remedy version 7.1 IT Service Management Suite software and related licenses along with 1 Year maintenance support. BMC Software corporate headquarters are at 2101 CityWest Boulevard, Houston, TX 77042. No other IT service help desk management suite will satisfy the technical requirements of the organization because this acquisition is a follow on purchase to upgrade the existing BMC Action Request System. The BMC product is the Navy's DADMS approved product choice for help desk and service management support. Further, NSWCDD is highly vested in BMC systems. To divest from this system would waste Government resources already dedicated to training of personnel, development of systems, and efficiencies developed over time as BMC products were made part of NSWCDD IT operations. For this reason, it is necessary to continue the use of BMC products. NSWCDD will acquire the following products from an authorized BMC re-seller: CLIN0001 - BMC Remedy IT Service Management Suite (LPU93.0.0.00) - 1 Unit; CLIN0002 - BMC Remedy Service Desk - Floating User Add-On License (LAW41.0.0.00)- 5 Units; CLIN0003 - BMC Remedy Service Desk - User Add-On License (LAV34.0.0.00)- 20 units; CLIN0004 - BMC Remedy Change Management - Floating User Add-on License (LAW42.0.0.00) - 5 units; CLIN0005 - BMC Atrium Dashboards and Analytics - Floating User Add-ons License (LAW38.0.0.00) - 1 Unit; CLIN0006 - BMC Remedy Self Service - Floating User Add-on License 25-Pk Lsn (LAW37.0.0.00) - 1 Unit; CLIN0007 - BMC Remedy Knowledge Management Specialist - Floating User Add-on License (NPN) - 1 Unit; CLIN0008 - BMC Remedy Service Management Specialist - Floating User Add-on License (NPN) - 1 Unit; CLIN0009 - Service Support for all Remedy products purchased on this acquisition. NSWCDD will accept quotations from the BMC Software manufacturer and any authorized BMC Software re-seller. The award shall be a firm fixed price purchase order and shall be executed under Federal Simplified Acquisition Procedures (FAR Part 13). In order to be eligible for award firms must be registered in the Central Contractor Registration (CCR) database. Vendors may obtain information on registration in the CCR on the Internet at http://www.ccr.gov. This synopsis/sources sought notice is a Request for Quotations. Questions or responses to this notice should be submitted via email to phillip.makely@navy.mil, must be received NLT 25 August 2009, and must reference Quotation Number N00178-09-Q-3062. The award of this purchase is to be made under Simplified Acquisition (FAR Part 13) and Commercial Items (FAR Part 12) Procedures. The Government will not issue a written solicitation as all items are specified in this notice. Closing time and date is 25 August 2009 at 11:59 p.m.
