- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure the following items: This requirement is for a Firm Fixed-Price contract for the acquisition of an EMI Receiver and Expansion Option. This is a Request for Proposals (RFP); the solicitation number is N00178-09-R-3211. This synopsis document incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-36, effective 11 August 2009, Class Deviation 2005-o0001, and DFARS Change Notice 20090729. The associated Federal Supply Classification is 5820; the Small Business Size Standard is 750 employees. The NAICS Code associated with this procurement is 334220. This requirement is set-aside for small businesses. DESCRIPTION: CLIN 0001: one (1) EMI Receiver; CLIN 0002: one (1) Expansion Option 1, adds 18-40 GHz. INSTRUCTIONS - The provision at 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Addenda to FAR 52.212-1 Instructions to Offerors- Commercial Items: In order to maximize efficiency and minimize the time for proposal and capability evaluation, it is requested that the offeror submit a proposal in accordance with the format and content specified. The original shall be clearly identified as "ORIGINAL" and bear original signatures. The copies shall be complete and clearly identified as "COPY". The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" followed by the DUNS number that identifies the offeror's name and address. The offeror shall provide documentation that shows their current active registration in the Central Contractor Registration (CCR). Lack of registration in the CCR database will make an offeror ineligible for award.
