- The National Cancer Institute (NCI) plans to procure on a sole source basis services for Reconciling Results of PSA Screening Efficacy Using the European Randomized Study of Screening for Prostate Cancer (ERSPC) and Prostate, Lung, Colorectal and Ovarian (PLCO) Trial Results using the Prostate Cancer MISCAN Model with Erasmus Medical Center; Department of Public Health; DR. Molewaterplein 50; 3015 GE Rotterdam, The Netherlands. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7M. Period of Performance shall be from award through 12 months. Only one award will be made as a result of this notice. The purpose of this requirement is to use the MISCAN model to fit and calibrate to prostate cancer incidence in the intervention arms of both the ERSPC and the PLCO trials; investigate the difference in incidence in the intervention arm of the trials; and how different MISCAN calibration parameters need to be to fit prostate cancer incidence in each intervention arm of each trial. The Department of Public Health at Erasmus Medical Center is uniquely qualified to perform the work outlined in this procurement. This organization is a world leader in the development of micro-simulation models to investigate the effect of screening strategies on population cancer trends. Worldwide, there are only two large screening trials that were designed to finally evaluate the efficacy of PSA screening for prostate cancer in reducing mortality: ERSPC and the PLCO Cancer Screening Trial. Erasmus developed the MISCAN model which is the only micro-simulation model that uses extensive evidence from the ERSPC trial data and are the sole modeling group with on-going collaborations with the ERSPC trial. The MISCAN model is the only model in the world that uses extensive evidence from the ERSPC in the construction of the model. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 4, 2009. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
