- The National Cancer Institute (NCI) plans to procure on a sole source basis services for Measurement of Leukocyte Telomere Length in Breast Cancer Participants from the HEAL Study with University of Washington, Office of Sponsored Programs; 4333 Brooklyn Ave. NE; Seattle, WA 98195. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 621511 and the business size standard is $12.5 employees. The purpose of this procurement is to investigate the association of telomere length and breast cancer prognosis using DNA extracted from blood from HEAL study participants at 1 and 3 years post breast cancer diagnosis; and 2) investigate associations between telomere length and energy balance. The Heal study is an established cohort of 1183 women with stage 0-3a breast cancer who have been followed for up to 10 years. Study participants were recruited through three SEER registries: Fred Hutchinson Cancer Research Center (FHCRC), Seattle, WA; University of New Mexico; and University of Southern California, to examine the associations of weight, physical activity, diet, hormones, and predictive factors for breast cancer. The University of Washington is the only source known to the NCI where, in over the course of the past two decades, telomere shortening has been found to be a key mechanism of cellular senescence. The University of Washington’s Dr. Rabinovitch and his laboratory are specialized in applying cytometric and PCR-based assays of telomere length to studies of human patients, including studies of the relationship to telomere length to disease status and cancer risk. The University of Washington and Dr. Rabinovitch have knowledge of the HEAL study; HEAL investigators; patient data; and specimens that are not publicly available. Over the course of the past two decades telomere shortening has been found to be a key mechanism of cellular senescence. The University of Washington’s Dr. Rabinovitch and his laboratory are specialized in applying cytometric and PCR-based assays of telomere length to studies of human patients, including studies of the relationship to telomere length to disease status and cancer risk. To the NCI’s knowledge, there is no known source that: 1) has access to the HEAL study sample based on an established research with HEAL Investigators; and can handle the large number of samples to achieve the required quality necessary for the HEAL Study. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 4, 2009. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
