Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI9125 and the solicitation is being issued as a Notice of Intent on sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-36). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business Set-Aside. The National Institute of Allergy and Infectious Disease (NIAID) intends to procure DNA reagent sampling kits from Illuminan. Quantity 1 of DNA sample kit (0801-0303)Quantity 1of PhiX control kil v2 10 lanes. Quantity 1of 10 single-read cluster generation kit v2 - GA II. Quantity 1 of 36 cycle sequencing kit v3.0. The contractor shuttle must: (1) deliver DNA directly into the nucleus, allowing even non-dividing primary cells (such as resting T cells or neurons) to be transfect with efficiencies up to 95%. These reagents are uniquely made by Illumina to use with the existing equipment (Solexa Next Generation) in the lab. These reagents will run human whole genome DNA sequencing on this machine platform-specific. Illumina is the only source for these DNA reagents in experimentally validated protocols including targeted capture re-sequencing. These reagents must run 10 patient samples, from sample preparation, to library preparation, through sequencing steps. The North American Industry Classification System (NIACS) Code for this acquisition is 325414, and the small-business size standard is 500 employees. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible source may submit an offer that will be considered by the Agency.
