- This Request for Information (RFI) announcement is for planning purposes only and it is not to be construed as a commitment by the Government. The information provided may be used by the Army in developing its acquisition. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information or attendance at the Industry Day. This request does not constitute an Invitation for Bid or a Request for Proposal. This acquisition will be for an Operations and Maintenance Contract covering U.S. Army Healthcare facilities in Germany and Italy. The Contractor shall provide all manpower, management, equipment, supplies, tools, materials, transportation (vehicles and travel time), supervision, testing, and inspections necessary to operate and maintain facilities, facility systems, food service equipment, and plant equipment within the U.S. Army Healthcare Facilities within the U.S. Army Europe Regional Medical Command (ERMC). The Contractor shall furnish and maintain everything required to perform this Contract in accordance with all of its terms with the exception of the facilities, items, and services specifically listed as furnished by the Government. Period of performance will be for one (1) year beginning 1 July 2010 through 30 June 2011, with four (4) option years. Interested parties may identify their interest and capability to respond to this requirement. The response should be a short introductory description (unclassified) of a viable approach meeting the above needs. Responses will be evaluated for their viability. The determination of the procurement strategy, based upon responses to this market survey, is solely within the discretion of the Government. This market survey is for information and planning purposes only, does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. Any interested qualified and reasonable offeror that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than 12:00 noon CEST, 4 September 2009. After Government review of the submissions, respondents will be invited to an Industry Day hosted by the USG to address comments and questions and begin discussions. Industry Day will consist of several days during which travel will be required to tour the facilities which will be operated and maintained in the resulting contract.
