Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W91WAW-09-T-0139 is applicable and is issued as a request for quotations. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03. The Army Contracting Command, Contracting Center of Excellence (CCE) on behalf of Department of Defense, Office of the Inspector General (DoD OIG), intends to procure a Law enforcement online web-based subscription service to track nationwide stolen property sales and transfers. This requirement is a total Small Business Set-Aside. NAICS - 518210 Data Processing, Hosting, and Related Services; with a size standard of $25,000,000. A Firm Fixed Price contract is anticipated. The anticipated award date is 3 September 2009. All responsible sources may submit a proposal(s), which will be considered. Request for Proposal (RFP) responses must be submitted IAW instructions of Evaluation-Commercial Items (FAR 52-212-2 and addendum) as stated in the RFP and provided to the Point of Contact (POC) (Johnny Redford, johnny.redford@us.army.mil) identified in the RFP not later than 27 August 2009 at 1:00 PM EST. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included in paragraph (a) of that provision are 1) Technical capability of the contractor to meet the Governments minimum requirement and 2) Price. All factors are equally weighted. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and does not include any addenda. Far clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this acquisition. The following clauses within 52.212-5 (b) are applicable to this acquisition: 52.222.3, 52.222.19 52.222.21, 52.222-26, 52.222-35, 52.222-41, 52.232-30, 52.233-3 and 52.233-4. Contractor must be capable of accepting a contract from the federal government, to include registered with Central Contractor Registration http://www.ccr.gov/ and capable of invoicing through Wide Area Workflow https://wawf.eb.mil/ before award. Proposals shall be emailed to: johnny.redford@us.army.mil Description of services to be performed: 1.1 Description of Services/Introduction: The contractor shall provide a law enforcement online tracking web-based subscription service to track nationwide stolen property sales and transfers. 1.2 Background: The service is to collect data from thousands of businesses that receive merchandise from the public - including secondhand stores, pawn stores, music stores, game stores, gun stores and internet drop-off stores. 1.3 Objectives: The objective is to contractually procure an online tracking service package. 1.4 Scope: The service package shall include, as a minimum, the following capabilities / features: "Online reporting system for stores in local jurisdictions "Tracking capability of property travels from one city to another city throughout the U.S. "National electronic data transfer services for pawnshops, eBay, and scrap metal transaction data "3 years of searchable data "Training and support "Unlimited Support and free system updates "eBay First Responder System with at least 240 Search Units "NCIC Stolen Property Extract "No-Buy List to prevent sales by those with prior offenses "At least 50 saved searches "IDs for all authorized investigators "Ticket Assistant "Internet Drop-Off Store Searches "Hit Alerts to Email and Email-Enabled Cell Phones "Suspect Tag Inter-Agency Communication System 1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Government reserves the right to extend the term of this contract at the prices set forth in Section B in accordance with the terms and conditions contained in clause 52.217-9 entitled, Option to Extend the Term of the Contact. 1.6 Government Remedies: The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Items or 52.246-4, Inspection of Services-Fixed Price for contractors failure to perform satisfactory services or failure to correct non-conforming services. 1.7 Hours of Operation/Place of Performance: The contractor is responsible for ensuring service is available 24x7 at DODIG locations and for components authorized to utilize this service. The hours of access for service shall be on a 24x7 basis to include all work timeframe to accommodate the DODIG operations. The Contractor must at all times maintain an adequate work force and support system to ensure the uninterrupted performance of all tasks defined within this statement of work. 1.8 Type of Contract: The government anticipates award of a Firm-Fixed Price. 1.9 Security Requirements: The contractor is not required to have access to any DOD site or locations and or DOD information to support this task. 1.10 PHYSICAL Security. The contractor shall be responsible for safeguarding all Government property and or information provided for contractor use. 1.11 Contract Manager: Contract Manager: The contractor shall provide a contract manager/point of contact that shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
