THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912L7-09-T-0052. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation any and all others are superseded. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-09-T-0052 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside; the North American Industry Classification System (NAICS) Code is 541370 with a Small Business Size Standard of $4.5 Million. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation), DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation) and FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns. Quotes are due in this office no later than Thursday, August 27, 2009, One O clock (1:00) p.m. local central time. They can be emailed to terri.hover@us.army.mil or facsimile to 615-313-2659. Offers will be evaluated using the evaluation criteria outlined in FAR 13 and 15. The award will be made to the vendor whose proposal is best value to the Government. The evaluated non-cost factors for this acquisition shall be technical acceptability, delivery, past performance, and price. The Government desires delivery within ninety (90) days Past Performance will be an evaluation factor in this acquisition. The following Contract Line Item Numbers (CLINs) are to provide aerial photography and mapping at five (5) separate locations for Tennessee. CLIN 1The Nashville Armory 1 flight line, 3 frames, 65 acres + 200 buffer zone Requires approximately 4 GPS control points and updated orthophotography CLIN 2VTS Catoosa 2 flight lines, 16 frames, 1610 acres + 200 buffer zone Requires approximately 15 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation CLIN 3VTS Milan 3 flight lines, 34 frames, 2350 acres + 200 buffer zone Requires approximately 25 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation CLIN 4VTS Smyrna 2 flight lines, 10 frames, 880 acres + 200 buffer zone Requires approximately 12 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation CLIN 5VTS Tullahoma 3 flight lines, 45 frames, 6200 acres + 200 buffer zone - Requires approximately 36 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation. To be considered as sufficient for this requirement, vendor shall agree to and provide the following: (a) Specifications of equipment used (b) delivery schedule, (c) past relevant performance within 3 years (d) a separate price proposal that shall include a price per location and a total price for the project; and (e) Vendors who respond to this solicitation please provide Dun and Bradstreet number, tax identification number, HUBzone certification (if applicable), and CAGE code with quote. SCOPE OF WORK 1. Introduction and Scope: This Scope of Work details the acquisition of new aerial photography, ground control points, digital terrain model, data collection, contour generation, and updated orthophotography for the Nashville Armory and the four Training Sites with planimetrics as listed below in support of the TNARNG, CFMO, Environmental-GIS Office: "The Nashville Armory 1 flight line, 3 frames, 65 acres + 200 buffer zone - Requires approximately 4 GPS control points and updated orthophotography "VTS Catoosa 2 flight lines, 16 frames, 1610 acres + 200 buffer zone - Requires approximately 15 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation "VTS Milan 3 flight lines, 34 frames, 2350 acres + 200 buffer zone - Requires approximately 25 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation "VTS Smyrna 2 flight lines, 10 frames, 880 acres + 200 buffer zone - Requires approximately 12 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation "VTS Tullahoma 3 flight lines, 45 frames, 6200 acres + 200 buffer zone - Requires approximately 36 GPS control points, DTM data collection, updated orthophotography and 1 meter contour generation 2. Aerial Photography: New color aerial photography will be acquired using a Zeiss TOP 15 Aerial Camera with a gyroscopic mount and forward-motion compensation. The Nashville Armory will be flown at 3000 feet above ground level (1 = 500). The four VTS sites will be flown at 4800 feet above ground level (1 = 800). This imagery will be scanned at 12 microns (2117 DPI). This is a higher resolution than the final deliverables so that final pixels will be re-sampled to the specified size, not interpolated or enhanced. Additionally, contractor must have USGS camera calibration within 3 years. As a part of the calibration, the Lens Resolving Power, which gives an AWAR (area-weighted average resolution number) value for the mapping camera, must be a minimum of 105. No digital cameras for the imagery or mapping. 3. Ground Control: A total of approximately 88 ground control points will be produced using survey-grade GPS equipment. Where possible, these points will be photo identifiable (i.e. corner of concrete, corner of pavement, end of paint line, etc.). This makes it possible to use this control in future projects. The coordinate system will be WGS 1984 UTM Zone 16N Horizontal and NAVD 88 vertical. Units will be metric. A detailed report with descriptions and coordinates of the points will be included in the final deliverables. 4. Orthophotography: Updated orthophotography using the new aerial photography will be produced covering the sites and extending 200 feet (~60 meters) outside the boundaries. The Nashville Armory imagery will be produced using the new control and USGS DEM surface model data with a 0.075 meter (0.25 foot) pixel resolution. The four VTS site orthophotos will be produced using the DTM data collected and supplemented with USGS DEM data (to fill in the minimum bounding rectangles outside the mapping) at 0.15 meters (0.5 foot) pixel resolution. The imagery will be delivered in seamless tiles of reasonable size to facilitate use. 5. Mapping: A digital terrain model will be compiled for each of the VTS sites using the new control and new aerial photography. Since the new photography will be summer 'leaf-on', Contours at a 1 meter interval will be generated from the new digital terrain model data for each of the sites. Index contours will be labeled at regular intervals and spot elevations will be placed in flat areas, on saddles and tops. The DTM data, the contours, and the orthophotography will be delivered in a format compatible with ESRI, ArcGIS 9.31. 6. Metadata: Existing metadata will be updated to reflect changes in photography and methodology. (Note: the TNARNG GIS Section must provide the contractor with a copy of the existing metadata files for the updated files to be consistent in format with the current dataset.) 7. Schedule: New aerial photography will be acquired within 3 weeks of notice to proceed (weather permitting). Ground control, digital terrain models, contours and orthophotography will be delivered within 90 days of notice to proceed. 8. Final Deliverables: Once all conditions are met and preliminary orthophotography and mapping have been approved, the digital files will be burned to DVD. Two copies of each disk will be provided. The deliverables will include: "Digital orthophotos in Mr SID and TIFF format with associated FGDC compliant metadata in XML and text formats (Individual Tiles and Sheets of all 5 sites); "An ArcInfo 9.31, SDS/FIE, version 2.6, compliant Geodatabase also including planimetrics for all 5 sites in with the elevation (Environmental grade or 1 Meter) contour lines - feature class, containing the 1 meter generated contours of each of the VTS sites; "A detailed ground control report with descriptions and GPS coordinates. 9. Correspondence: All correspondence concerning this project will contain the contract number and/or task order number. A status report detailing progress will be provided every 30 days via email. Note: All bids will include a recap of all items contained in the (Introduction and scope, Aerial Photography, Ground Control, orthophotography, mapping, Metadata, Schedule, and final deliverables) depicting exactly what the bidder intends to provide, to the meet the needs of and to ensure that they understand the requirements of the bid and have addressed all items listed in this SOW. The bid will be formatted as above on company stationery. Additionally, bidder must provide proof of USGS camera calibration that has been accomplished within the past 3 years. Attached you will find PDF, Maps for general reference as an aid to bidding this project. Be advised this map is to be utilized for this bid only and for no other purpose.
