- The U.S. Department of Labor (DOL), Office of Employment and Training Administration (ETA), intends to award a sole source order to Handysoft Global Corporation for Bizflow Software Maintenance to support ETA’s main E-Grants making system. The period of performance covers: (1) Base Year (On or about 09/03/2009-08/22/2010) with (2) Option Years (08/23/2010-08/22/2011; 08/23/2011-08/22/2012). Bizflow, a 3rd party workflow tool used in many agencies across the federal government, is a vital component of DOL’s grant management system, E-Grants, which stores all business organizational processes, workflow and business logic for all E-Grants customers. As is standard with products of this type a yearly maintenance agreement is available to assure standard on-going support. This proposed action is for products and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. Any interested party who believes they can provide the required Bizflow licenses, maintenance, software, and upgrades may respond by submitting a capability statement to the email address in this notice. The capability statement must include price information and describe in detail the party’s ability, qualifications, and experience in providing the Bizflow licenses, maintenance, software, and upgrades to ETA. All submissions must be received within 10 calendars of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. No telephone inquiries will be accepted. Responses must include the capability statement and must reference this synopsis.
