- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, Q5120095727, is issued as a Request for Quotation (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE IAW FAR 19.502-2 (a). The NAICS is 212321, the size standard is 500 employees and is set aside for small business. The National Park Service intends to issue one Firm-Fixed Price contract. Contractor shall provide the following items: Line Item 0001 - Deliver 5,910 tons of base rock (no larger than 3.5") to Bass Lake Road, Ochopee, FL 34141 5,910 tons x $__________ unit cost per ton = $ _____________ Line Item 0002 - Deliver 2,026 tons of rock (no larger than 1") to Bass Lake Road, Ochopee, FL 34141 2,026 tons x $__________ unit cost per ton = $ _____________ Line Item 0003 - Deliver 3,676 tons of rock (no larger than 1") to area behind Oasis Visitor Center Located at 52105 Tamiami Trail E, Ochopee, FL 34141 3,676 tons x $__________ unit cost per ton = $ _____________ Line Item 0004 - Deliver 515 tons of base rock (no larger than 3.5") to Bass Lake Road, Ochopee, FL 34141 (*optional) 515 tons x $__________ unit cost per ton = $ _____________ *The Government may require the delivery of line item 0004 identified above as optional, at time of award. The Contracting Officer may exercise the option in accordance with clause 52.217-7. Complete delivery required within 60 days after award. Delivery shall be FOB Destination (specified per line item). All rock shall be delivered on Monday through Thursday from 8:00 am - 4:30 pm. The delivery tickets shall be submitted daily on each day deliveries are made and will be used as the means of measuring the amount of the material delivered to the site. No deliveries are to be made on Saturdays, Sundays, or holidays without prior permission from the Contracting Officer. All responsible sources shall quote per ton which shall be considered if timely received. The Government will award one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. This is a Commercial Item Acquisition, FAR Part 12 applies. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-36. Instructions to Offerors-Commercial 52.212-1, applies to this acquisition. 52.212-2 Evaluation-Commercial Items applies, while price may be a significant factor in the evaluation of offerors, the final award decision will be based upon a combination of price and other factors described in the solicitation. 52.212-3 Offeror Representation and Certifications-Commercial Items, 52.212-4 Contract Terms and conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions required implementing statutes or executive orders commercial items all apply to this solicitation. Evaluation factors for award: Award of contract will be evaluated on price related factors and past performance, and 52.217-7 Option for Increased Quantity-Separately Priced Line Item. All offers are due at the National Park Service, Big Cypress National Preserve, 33100 Tamiami Trail E, Ochopee, FL 34141, no later than 3:30pm (EST) on Wednesday, September 09, 2009.
