Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal is being requested and a written solicitation will not be issued. A proposal is being requested based solely on this announcement. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other supplies will satisfy agency requirements. GeoEye is the sole proprietor for Commercial Remote Sensing (CRS) data specific to IKONOS, GeoEye1 and GeoEye2 imagers. They hold all patents specific to the CRS satellites and payloads they operate. Hence, the supplies required are exclusive to GeoEye and are considered proprietary. As, GeoEye is the only commercial vendor that can deliver GeoEye1 and GeoEye2 data that is required by the Commercial Imagery Team (CIT) in support of USCENTCOM J2. A justification for Other than Full and Open Competition has been prepared for and approved by the Commands Alternate Special Competition Advocate in support of this acquisition. U.S. Army Space Command/Army Forces Strategic Command intends to issue a contract (solicitation no. W91260-09-R-0007) to GeoEye, 21700 Atlantice Blvd, Dulles, Virginia, pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. GeoEye shall provide all management, labor, supervision, tools, parts, equipment, transportation, travel, training and supplies necessary to: (1) design, build and provide one IKONOS and GeoEye-1 (GeoEye-2 capability shall be provided at a later date to be determined) Virtual Ground Terminal (VGT) for 1st Space Brigade, CIT Operations Center, NSA Bahrain; (2) install, and integrate the IKONOS/GeoEye-1 VGT into the CIT Tactical Suite and demonstrate and test at CIT Operations Center, NSA Bahrain; (3) provide hands-on VGT system formal training for the CIT primary and back-up system administrator at CIT Operations Center, NSA Bahrain; (4) provide VGT system user training for five (5) to seven (7) USASMDC/ARSTRAT personnel at contractor's facility, Thornton, CO, or Dulles, VA; (5) provide a workstation for user interface, (6) provide VGT system documentation and user manuals, to include 12 month VGT system warranty; and (7) provide first year hardware and software maintenance support. The VGT shall consist of the IKONOS and GeoEye-1 processing software and associated licenses, supporting hardware and software, and vendor recommended Parts List Library (PLL). PLL is a list of items that can be replaced on-site; not parts. Period of performance is 30 September 2009 to 29 September 2010. CLIN 0002 Workstation for User Interface, 1st Space Brigade CIT, NSA Bahrain, QTY: 1 EA. CLIN 0003 VGT System Installation, Integration, Testing and Formal Training at CIT Operations Center, NSA Bahrain, QTY: 1 LOT. CLIN 0004 Travel, QTY: 1 LOT. CLIN 0005 User Training, for five (5) to seven (7) USASMDC/ARSTRAT personnel at contractor's facility, Thornton, CO, or Dulles, VA, QTY: 1 LOT. CLIN 0006 First Year Hardware and Software Maintenance, QTY: 1 LOT. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 dated 11 Aug 2009.
