- The US Nuclear Regulatory Commission intends to enter into a sole source contract with James J. Johnson and Associates for work related to analysis of the dynamic response of the Kashiwazaki-Kariwa Nuclear Power Plant (KKNPP) during the July 16, 2007 Niigata Prefecture Chuetsu-Oki earthquake and development of an associated Lessons Learned report focuses on items of interest to the NRC. Specifically, the contractor will summarize existing information detailing the impacts of the earthquake on the facility; summarize known lessons learned, compare U.S. and Japanese approaches; review the possible implications of the lessons learned on U.S. plants and processes; perform a numerical analysis of information to be provided to the International Atomic Energy Agency (IAEA) Extra-Budgetary Project (EBP) on seismic issues; and document all findings in a KKNPP Analysis and Lessons Learned Report. James J. Johnson and Associates is uniquely qualified to provide these services. Dr. James J. Johnson has unique knowledge of the post-earthquake condition of the KKNPP because he visited the KKNPP shortly after the earthquake to assess damage to the plant first-hand and develop lessons learned and recommendations for the IAEA, as part of the IAEA review team. He continues to work with the IAEA on their review of the KKNPP July 2007 earth quake and is the only known individual with the knowledge, experience, and access to the detailed information and data required to meet NRC’s requirements. The period of performance will be three (3) years. This notice of intent is neither a request for quotations nor a solicitation of offers. Interested respondents must submit a written capability statement, including technical information sufficient to demonstrate a bona fide written capability to meet this requirement, to the following address no later than 10 calendar days from the date announcement appears in the Federal Business Opportunities.
