Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of thisSources Sought announcement is for market research to make appropriate acquisition decisions. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Any inquiries are to be made in writing by email to the point of contact. Responses to this notice shall be sent by email to Marla.Jacobson2@va.gov by the due date and time of 09/01/2009 by 4:00p.m E.D.T. and shall should include the following: Company name, address, point of contact, phone, fax, and email, DUNS number, Type of business, e.g. SDVOSB, women-owned small business, or large business and a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a formal synopsis and subsequent solicitation announcement will be published. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. The North American Classification System (NAICS) code for this acquisition is expected to be 621111 ($10.0 million). Description (Subject to Change): The contractor will provide the VA Bronx Campus with coverage for all emergency CT exams during WHEN hours (Weekends Holidays, Evenings, and Nights). This is inclusive from 4:30p.m to 8:00a.m, M-F, weekends (24 hours per day for a total of 48 hours), and holidays (24 hours per day). This will be accomplished through protocoling and reading procedures by tele-radiology. All final interpretations will be performed by board-certified contract radiologists. The Contractor's on-call radiologist is required to respond to the VA physician's page for services within 15 minutes. Emergency studies will be interpreted and verified in the electronic medical record system within 8 hours. The contractor and contractor systems must comply with all VA security requirements and the procurement is subject to use of the VA provided PACS workstation. Report generation shall be accomplished via voice recognition (VR) software used by the VA. All radiologists shall be required to use it to generate reports. Review of the text and electronic signature/verification will be performed by the radiologist immediately upon completion of dictation. When and if VR software is unavailable, traditional dictation shall be employed. Stat studies will be dictated and the wet reading faxed to the VA requesting physician within one (1) hour of completion of the exam. The VA physician shall also be contacted by phone within one (1) hour of completion of the exam. Studies shall be signed and verified by the Contractor Attending Radiologist within 8 hours. General Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.
