- The Naval Air Warfare Center Aircraft Division (NAWCAD), Identification Systems Division has a requirement for the acquisition of 2 Wordsafe Maxima Recorders; these recorders must have time-synchronization capability, which will be required to play back Air Traffic Control (ATC) data and concurrent audio during accident investigations that can be legally admissible during legal proceedings. There is also a requirement for 10 wordsafe Maxima Deck Modules. Both of these components’ physical attributes must be compatible with existing shipboard installations of the AN/TPX-42A(V)14 shipboard ATC system. Due to the unique nature of the equipment and operational compatibility issues the Government intends to negotiate on an other than full and open competitive basis with Simko Office Systems under statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) part 6.302-1, that only one responsible source and no other services or supplies will satisfy the agency requirements. The award is to be made under the Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract, based on the responses to this notice is solely within the discretion of the Government.
