- Description
- The Naval Medical Logistics Command intends to limit competition between BloodSource Incorporated, 10536 Peter A Mccuen Boulevard, Mather, California 95655, and Blood Systems Incorporated, 6210 E Oak Street, Scottsdale, Arizona 85257 to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with four options years on a sole source basis (IAW FAR 6.302-1), as the only sources that can provide blood donor testing services to the Naval Medical Center San Diego, California. Specifically, the contractor shall pickup (at the contractor’s expense) prospective donor/patient blood specimens from a mutually agreed upon location not more than ten miles from the NMCSD Blood Bank (34800 Bob Wilson Drive, San Diego, CA 92134). The contractor shall guarantee that the specimens arriving at the drop off location no later than 1800 hours PST daily shall be processed and the results returned to NMCSD Blood Bank no later than 1500 hours PST the following calendar day. Pickup shall normally be required Monday through Saturday. For contingency purposes, the laboratory shall be located not more than 550 miles or equivalent to not more than nine hours of driving time from the NMCSD Blood Bank on the most direct route as estimated by GoogleMaps.com or MapQuest.com, so that samples could be delivered by ground transportation in cases of local or national emergency. Blood donor testing services provided by these companies are the only known acceptable services that meet the Government’s requirements. These suppliers are the only two known suppliers who can meet the reasonable geographical (time and distance) restrictions required by the medical treatment facility. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 12.6, 13.5 and 16.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 621991 with a Small Business Size Standard of $10 million dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
