Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W52P1J-09-R-0222 is issued as a request for proposal (RFP). This solicitation is a Total Small Business Set-Aside for Foreign Military Sales to the Government of Afghanistan and the Iraqi Ministry of Defense. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-35. It is the responsibility of any interested parties to periodically check for any amendments to this solicitation. The Government intends to award a single firm fixed price contract for both of the following requirements. Requirements are for 68,768 each Thermite Incendiary Grenade and 6,000 each Tactical Mini-Flash Bang Grenade. A 100% option applies for each item. Each option may be exercised any time from date of award through 120 days after date of award. Offerors must provide a separate price for each option. Performance/Operational Requirements follow: Thermite Incendiary Grenade: Device Type: Single Use Device Fuze Type: M201A1 Burn Duration: 24 44 seconds Burn Temperature: Approximately 4000F Fuze Delay: 1.5 +/-.5 seconds Overall Weight: Approximately 907 grams (32 ounces) Operational Temperature: -25F to 125F Tactical Mini-Flash Bang Grenades: Device Type: Single Use Device Fuze Type: M201A1 Noise Output: 170 180 db at 5 feet from grenade Flash Output: Min 1 million candela Fuze Delay: 1.0 2.3 seconds Overall Weight: Approximately 737 grams (26 ounces) Operational Temperature: -50F to 145F NAICS code is 332993. Small business size standard is 500. Delivery will be F.O.B. Origin. Required delivery date will be 60 days after award of contract. Minimum monthly delivery for Thermite Incendiary Grenade is 15,000 each. Packaging/Marking requirements shall be in Commercial Pack IAW all international, federal, state and local regulations. External packaging must detail item description, quantity, lot number, weight, proper UN shipping name and UN number. Inspection and Acceptance shall be Origin.
