- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 334516, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13 for the following statement of work, under the simplified acquisition procedures. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability and 2) Price. Technical Capability is significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a maintenance agreement for GeneChip System. General Duties/Description of Work The Affymetrix GeneChip system is composed of 5 independent instruments. This includes a high resolution scanner, a bioinformatics work station, two fluidics wash stations, and a calibrated hybridization oven. Each of these instruments necessitates yearly maintenance by a qualified service engineer who knows the system well. Namely this includes calibration of the X, Y and Z axes of the GeneChip 7G scanner. The fluidics stations require routine maintenance of the electro-fluidic tubing. The hybridizations must be performed at stringent temperatures hence the need for routine calibration and maintenance on the hybridization oven. The Bioinformatics work station also requires regular software updates. Furthermore, because of the daily utilization of this equipment, reliable service technicians must be available upon request. Period of Performance: Please submit a quote for a maintenance agreement for each of the following years: Base Year: 09/18/2009 – 09/17/2010 Option Year 1: 09/18/2010 – 09/17/2011 Option Year 2: 09/18/2011 – 09/17/2012 Option Year 3: 09/18/2012 – 09/17/2013 Option Year 4: 09/18/2013 – 09/17/2014 CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
