Description
Draft of this potential procurement’s derived requirements The Naval Air Systems Command, Patuxent River, MD, is seeking Small Business sources that may be capable of providing a fully integrated Moving Land Target (MLT) system that includes a vehicle and the essential Command and Control (C&C) navigation and ground systems to enable the system to perform autonomously. This is a request for information only. There is no solicitation package available at this time. This requirement would include: new and used vehicles; the necessary C&C equipment and parts for converting those vehicles into remotely started and autonomously controlled targets; ground stations for monitoring operation of the MLT; technical and logistics support; the engineering and integration and acceptance testing incidental to adapting C&C kits to vehicles; and software changes for corrections or improvements to the C&C and ground station system. The Navy’s requirement will potentially be for five (5) years (1 base year and 4 option years) for the production, integration, manufacturing, integration and acceptance testing, demonstration, and delivery of approximately between sixty to one hundred twenty (60 to 120) production vehicles per year, sixteen to twenty four (16 to 24) Onboard Navigation/Command and Control (Nav/C&C) systems per year, and twelve to twenty (12 to 20) Ground Control Stations (GCSs) per year. The contractor will be the primary source for replacement parts and components for the C&C systems, limited replacement parts for the trucks, operation and maintenance manuals, and the Navy plans to procure a level of effort for Contractor Logistics Support (CLS), including configuration management (CM), technical support and training/materials. CLS shall include in-service engineering support for system installation, system operation trouble shooting, and maintenance.
