- 1)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii)This solicitation/synopsis reference number is F3M3AP9195A001 and is being issued as a Request for Quote (RFQ). (iii)This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. (iv)This acquisition is 100% set-aside for small businesses. The associated NAICS code is 562219; Small Business standard is $12.5 million. (v)This requirement is for collection, removal, transportatioin and incineration of international waste for Base period of 1 October 2009 through 30 September 2010. This requirement will have three option years. Please submit pricing for each year with a total for four years. Please provide pricing in 1 Lump Sum for each year. 1 Oct 2009 - 30 Sep 2010 - Base year 1 Oct 2010 - 30 Sep 2011 - First Option year 1 Oct 2011 - 30 Sep 2012 - Second Option year 1 Oct 2012 - 30 Sep 2013 - Third Option year FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Performance, Offerors are requested to submit at least (3) references that demonstrate the capability to perform the services described herein. The references and work must be within the last five years to be considered. (2) Price - The Government will evaluate offers for award purposes on the total price for the requirement. The award will be based on "Best Value" to the government.
