- This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #Q8690090014 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 332321 Small business size standard: NTE 500 employees. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). Quoters shall e-mail their quotations to Deborah Cimmer at deborah_cimmer@nps.gov. Quotes shall be submitted so as to insure arrival by 2:00 pm Mountain Standard Time, Monday, September 14, 2009. SUMMARY OF WORKPART 1 GENERAL1.1DESCRIPTIONA. The work in this contract consists of window replacement in two park buildings. Both buildings are historic and the Boundey House is on the list of Classified Structures. The Residence (Building #2), is eligible for inclusion on this list. Both structures are constructed of adobe bricks covered with lime plaster and stucco. In the Boundey House work includes removing 8 original wooden double hung windows and one aluminum casement window and replacing those windows with pre-purchased windows. Additionally, The Contractor will furnish and install 6 new windows in the storage room of the Boundey House. In the Residence, Building #2, the Contractor will remove 11 aluminum casement windows and replace them with pre-purchased windows. Additionally, the Contractor will furnish and install 4 new windows in the garage.B. All work will be accomplished under a single contract.1.2LOCATIONA. Tumacacroi National Historical Park is located approximately 45 miles south of Tucson, Arizona on Interstate Highway 19, Santa Cruz County.1.3CONTRACTOR'S USE OF PREMISISA. Construction Camp: Establishment of a camp within the park boundaries will not be permitted. A staging area and a location for overnight parking of Contractor's equipment will be determined at the time of the Preconstruction Conference.B. The work area will be closed to the general public at all times. Contractor will maintain access at all times for National Park use only.C. Preservation of natural features: Confine all work to established work limits of the project. Prevent damage to natural surroundings. Restore damaged areas by repairing or replacing damaged trees and plants at no additional cost to the government.1. Provide temporary barriers to protect exi9sting native vegetation and root zones.2. Do not move, injure or destroy trees or other plants without prior approval. Consult with contracting officer and remove agreed upon roots and branches that interfere with work.3. Carefully supervise operations near trees to prevent damage.1.4SPECIAL CONSTRUCTION REQUIREMENTS:A. Hours of operation are from 7:00 AM to 5:00 PM Mondays thru Fridays. No work shall be done during the weekends or holidays due to insufficient coverage by COTR for purposes of inspecting the work.B. Building #2 is an occupied residence. Special care must exercised when working from the inside that no damage occurs to personal items. Floors must be cleaned up at the end of the day. The Boundey House is used by our Volunteers as a meeting and break area and there are two offices. Care must be taken to prevent damage to office equipment and furnishings. Any damage to any items will be repaired/replaced by contractor at his/her expense. C. Do not remove more windows during a single work day than can be replaced with new units. Windows must be anchored into wall to be considered secure. Buildings must be secure at the end of the day to prevent intrusion by unauthorized persons. Infilling and final sealing around the entire window can be accomplished the following day.D. Special care must be exercised when removing existing windows to prevent damage to the adobe core walls and stucco coating. All damage will be repaired by the Contractor at no additional expense to the government.E. The Contractor shall match the existing stucco in type, color and texture. Stucco is Sto with a French vanilla coloring and a light sand texture.PART 2:PRODUCTS:2.1 Wood Windows:A. Products:1. Pella windows or approved equal. Windows must duplicate as closely as possible the windows they will replace in size, style, including the number of lite grills and size of framing members.B. Provide the following types of windows for the Boundey House: Exterior of windows to be aluminum clad in dark brown color to match pre-purchased windows, while interior surfaces are unfinished wood to be refinished by park staff.C. Glass to be low"E", double paned, argon gas filled.C. Window types to be installed:BOUNDEY HOUSE:1. Double hung: 8 each. Windows have been pre-purchased.2. Fixed casement: 4 each. Windows to be Contractor furnished.3. Casement Left: 1 each. Windows to be Contractor furnished.4. Casement right: 1 each. Windows to be Contractor furnished.2.2 Aluminum Windows:A. Products:1. Pella Windows or approved equal. Windows must duplicate as closely as possible the windows they replace in size, and style, including the number of lite grill and size of structural members.B. Provide the following types of windows for the Residence, Building #2. All windows to be aluminum frame with dark brown cladding to match pre-purchased windows.C. Window Types: to be installed:1. Aluminum Casement: 11 each. Windows have been pre-purchased.2. Aluminum casement: 4 each. Windows to be Contractor furnished and installed.D. Window glass: low "E", double paned, argon gas filled.E. Performance Requirements: AAMA/WDMA/CSA 101/I.S.2/A440.1. Performance Class: Residential and Commercial.2. Performance Grade: 5-50 and C-50.3. Thermal Transmittance: U-factor not more than 0.4.4. Solar heat Gain Coefficient: not more than 0.4.F. Trim: To match pre-purchased windows; brown anodized aluminum claddingG. Window operators: provide side pivot hardware for all operating windows.H. Equip units with brown fiberglass mesh insect screens on operable sashes.I. Sealant around exterior of windows: Color to be approved of in field. Shall be waterproof and shrink resistant and be compatible with all surfaces it is applied to.J. Stucco patch: shall match existing stucco in type, color, texture and finish. Existing stucco is "Sto" brand, French vanilla in color and the coating is a light sand texture.PART 3: EXECUTION:3.1 INSTALLATIONA. Set windows level, plum and true to line, without any warp or rack of frames and panels. Provide support and anchor securely in place with appropriate fasteners of proper size, length and type. Windows fit into raw adobe walls. Gaps between window frame and adobe wall shall be in-filled with appropriate materials and finished to match exterior surface treatment in color, type and texture.B. Set sill members in a bed of sealant or with gaskets as required to provide weather tight construction.C. Adjust operating panels, screens and hardware to provide tight fit at contact points and weather-stripping for smooth operation and weather-tight closure. Lubricate hardware and moving parts.D. Clean all surfaces immediately after installing windows. Remove non-permanent labels from glass surfaces.PART 4: MEASUREMENT AND PAYMENT:4.1SUMMARY OF WORK: Payment will be included in the bid item to which this work relates. SPECIAL NOTE: All bidders are strongly encouraged to visit the job site to check all measurements and site conditions to ensure they have a clear understanding of the Scope of Work, prior to submitting their bid for this project. Failure to inspect the site for conditions related to the requirements of the contract will not relieve the successful bidder from completing the work according to the terms of this contract. Work will only be allowed from 7:00 AM-5:00 PM Monday through Friday. No work will be allowed on holidays or weekends unless special circumstances require it, due to lack of oversite by park's COTR on these days.
