- This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote, #Q8690090013 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the quoter providing the best value to the Government. NAICS code: 331222 Small business size standard: NTE 500 employees. The proposed contract is 100% set-aside for small business concerns. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). Davis Bacon Wages apply AZ 080009 8/7/09 AZ9. Tumacacori National Historic Park Boundary Fence Project Scope of Work The scope of work of this project consists of construction, repair, or reinforcement of approximately 4800 feet of fences, including two large water gaps across the Santa Cruz River, at Tumacacori National Historic Park, Santa Cruz County, AZ. The objective is to strengthen our fence boundary in identified weak areas to keep cattle and ATV's out and have a secure fence line. Where fences cross the Santa Cruz River fence design will have to allow debris carried during floods to pass, be sturdy enough to withstand a typical flood, and be as low maintenance as possible. Fences to be constructed are; 1) Fences made of pipe panels with three rails of 1 7/8 inch galvanized steel pipe in three locations totaling about 1150 feet. 2) A three sided chain link enclosure, 60 feet per side, with a 14 foot gate. 3) Water gaps/gates will be installed at the south and north ends of the Park where the Santa Cruz River enters Park properties. The water gates need to keep cattle and ATV's out Combo pipe and wire breakaway sections will cross three smaller drainages/water gaps west of the Santa Cruz River. 4) A pipe rail will be welded to existing pipe panels (existing pipe fence on west side of river on southern boundary at Santa Gertrudis Lane) at a lower position along 180'. 5) An existing 2050 foot (+ or -) fence on private land will be reinforced by lining the fence with agricultural field fence (4x4 weave). 6) Approximately 300 feet of fence will be tightened and reinforced with new stays and a bottom barbed wire as needed. 7) Chain link, three sided 180' enclosure with a 14' double drive gate, fence 6' high. The contractor will provide the construction materials. The contractor will be responsible for supervision, labor, tools, equipment, transportation of materials to each work site and removal of old fence material from NPS property to a nearby landfill or in a roll-off dumpster brought to the park. Description/Purpose of Fence Types Suspension Water Gaps (Large watergap/Santa Cruz River)At two locations, where the boundary crosses the Santa Cruz River, suspended water gates will be installed. These gates need to keep cattle out but let debris floating in the river through. They also needs to be as "permanent" as possible and require as little maintenance as possible. Wing Breakaways (on either side of water gaps with gates)The wing breakaways connect the pipe fence to the suspension poles. These need to allow water and debris to pass through during floods and break open to let large accumulations of debris flow past during flood events. Other Water Gap- Breakaway Fencing (smaller rivulet crossings)Configuration will be used at three smaller rivulet crossings. We are looking for a fence that has the sturdy cut-proof aspects of a pipe fence but will breakaway or open when water and debris reaches a certain threshold. One idea is to construct a breakaway consisting of an upper pipe portion and a lower barbed wire portion that is attached like a standard wire breakaway fence. We are looking for something that cannot be easily cut. Reinforcing Private Land Fence (Field Fence 4x4 weave)Supply 2050 feet of 4' high 4x4 weave field fence and attach to the existing barbed wire fence for reinforcement. Wire Fence (supplementary wire)Contractor will install a supplementary lower barbed wire strand along 300' of existing wire fence. Pipe Fence PanelsConstruct and place a three rail configuration using 1 7/8" diameter galvanized SS20 pipe. Install panels along 1180 feet within three designated areas. These will be welded panels, 24' x 4' high, every fourth post will be concreted in place, the two intermediate posts will be dirt set. Pipe Rail (supplement)Weld a 1 7/8" SS20 horizontal pipe rail at a lower position on existing panelized pipe fence along 180', on southern boundary near Santa Gertrudis Road. Chain Link EnclosureAdd a three sided, 6' high chain link, 180' enclosure at the back of an existing storage building. Use a double drive gate with 180 degree hinges and a drop rod. Part 3. Proposed Project Schedule: Project Start Date: Nov. 15th.Project Progress Report: Nov. 30th.Project Completion: December 18th SPECIAL NOTE: All bidders are strongly encouraged to visit the job site to check all measurements and site conditions to ensure they have a clear understanding of the Scope of Work, prior to submitting their bid for this project. Failure to inspect the site for conditions related to the requirements of the contract will not relieve the successful bidder from completing the work according to the terms of this contract. Work will only be allowed from 7:00 AM-5:00 PM Monday through Friday. No work will be allowed on holidays or weekends unless special circumstances require it, due to lack of oversite by park's COTR on these days.
