- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Santa Cruz Tiburon Laboratory located in Santa Cruz, CA on a sole source basis with Clearwater Biostudies Inc. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide statistical modeling studies on Klamath population models. Contractor will be estimating the relative benefits of Dam removal versus the construction of fish passage facilities at four Klamath River Dams. The following tasks shall be accomplished under this contract: 1.) Assemble fish abundance and environmental databases for retrospective analyses of Klamath River Fall Chinook areas below Iron Gate Dam, 2.) Assemble environmental databases for prospective and other analyses of fish responses in areas above Iron Gate Dam; 3.) Contribute to the development of environmental databases for areas below Iron Gate Dam. Clearwater Biostudies Inc. had developed a statistical model for ranking returns of fall run Chinook under different alternatives for the FERC relicensing process. Through this process, he has unique understanding of Klamath River basin fish population dynamics and ability to analyze habitat effects that is unique and the proprietary software model has the entire data outcome that is required to manage the large study of dam options. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from Sept 01, 2009 through Sept 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
