Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a Combined Synopsis/Solicitation, number W912LD-09-T-0113. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and through Department of Defense Acquisition Regulation Change Notice 20080124. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm http://farsite.hill.af.mil/vffar1.htm THIS PROCUREMENT IS SUBJECT TO THE AVAILABILITY OF FUNDS. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation in the event funding does not become available during the offer acceptance period. This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 332311; Small Business Size Standard: 500 Employees. The Contractor shall provide the following items: Manufacture, delivery, and placement of TWO (2) - Portable Arms Vault with dimensions capable of supporting a variety of weapons systems (NTE 600 SF) ranging from 9mm to MK-19, as well as other items including but not limited to night vision devices, mortar equipment, navigation systems, tripods, bayonets, scopes, and repair and cleaning equipment. Internal racking systems must be configured to allow for future upgrade and replacement of the stored items; complete list of equipment will be furnished to interested suppliers on a basis of For Official Use Only. Vaults must be equipped with climate/humidity control; interior and exterior lighting, steel Dutch door, painted interior and commercial tile floor (alternate finishes will be considered if proposed). Units must be wired and ready to connect to a power source (100 amps). Vaults must be fully compliant with the latest version of AR 190-11. Vaults must be versatile for indoor or outdoor locations. Vaults must be configured in such a manner to allow for relocation if necessary at a later date, using customary commercial equipment (forklifts, etc). Intrusion Detection System (IDS) will be pre-installed with a Europlex panel. The following components are authorized for installation: Europlex 2064 NGM Control Panel; Sentrol 2804T BMS (Vault Door); Sentrol DV1201A Seismic (2 each vault interior) Bosch DS9370 Motion Sensor (1 Each Vault interior). Installer must be NGB PEC ESS certified and trained. Vendor shall be responsible for delivery, offloading, and placement of each vault at two separate locations, which are indicated below. Vendor shall contact the contracting representative no less than one week prior to delivery to ensure that all pertinent government personnel are present for delivery and specific placement. Vendor must identify minimum site preparation requirements in quote (concrete, asphalt, crushed stone, etc). A site visit is not mandatory, but is recommended as the successful offeror will be responsible for the offloading and proper placement of the vault at the delivery location. FOB-Destination for delivery to: 1 each to Camp Fogarty Armory, 2841 South County Trail, East Greenwich, RI 02818. 1 each to RIARNG Army Aviation Support Facility, 104 Airport St, North Kingstown, RI 02852. Delivery will be no later than 90 days ARO. The Government intends to award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based upon the Best Value to the Government. Best value can include but is not limited to price, delivery date, warranty and technical capability.
