- ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Teledyne RISI, Inc, PO Box 359, Tracy, CA 95378. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Teledyne RISI, Inc., is the only known source capable the Government's requirements due to the unique capability to provide support and service for the firing systems for explosives. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 CST on 2 Sep 2009. The Geotechnical and Structures Laboratory (GSL) has a need for three additional firing units. These firing units are absolutely crucial to sustaining current testing needs and mission requirements. In order to provide this support, procurement of three FS-17 firing systems is necessary. The FS-17 is designed to be used where AC power is unavailable, when long distances from explosive detonations are required, and where external triggering and synchronization of instrumentation and high-speed photography are required. The instantaneous firing and external triggering of data collection instrumentation (such as cameras and oscilloscopes and other instrumentation) is a routine requirement of RDT&E efforts. The FS-17 systems have proven to be reliable and safe. They are also compatible with all current firing line, instrumentation, and photography systems for providing a reliable trigger output. The FS-17 is designed to be used with current Exploding Bridge Wire (EBW) detonators, such as the RP-83s, currently used by GSL. The GSL explosives blasters have extensive training and experience with the RISI FS-17 equipment and are certified in its use. interested parties may submit any information for consideration by the Government to ellaine.r.james@usace.army.mil with solicitation number referenced in the subject line.
