- SOW The Government is soliciting for easement monitoring for Wetland Restoration and Grassland Reserve Programs. This is a combined synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 15 as supplemented with additional information in this notice. The Government reserves the right to award without discussions. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. Proposals are being requested and a written solicitation will NOT be issued. Commercial Item Provisions, 52.212-1, 52.212-3 (must be completed by vendor and submitted with offer), 52.212-4, and 52.212-5 are part of this solicitation – full text can be found at http://www.acqnet.gov/. Qualifications: To be qualified for this contract, the employee assigned to complete the monitoring service have to meet the basic eligibility requirements on Education for this contract, as set forth in the Qualifications Standards Operating Manual at http://www.opm.gov/qualifications/standards/index-Standards.asp, an applicant must have a bachelor's or higher degree that included a major field of study (including 300 and 400 level course) in: (A). Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position or (B). A combination of education and experience. However, the combination must have included a bachelor's degree or higher with courses equivalent to a major in biological sciences, plus appropriate experience or additional education. See attached statement of work and list of easements. Contract will be awarded for one base year and four option years. The dollar range for this contract is $50,000 to $75,000. Faxed or emailed proposals will not be accepted. The award will be made to the responsive and responsible Contractor offering the lowest bid on Line #1. Vendors must be registered in the CCR in order to receive award. A pre-award survey will be conducted prior to award. Vendor must provide three references (including name, phone number and email) no more than three years old. This is a small business set-aside. The NAICS code is 541990
