THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND NO SOLICITATION WILL BE POSTED TO THIS WEBSITE. THIS OPPORTUNITY WILL ONLY BE AVAILABLE TO CONTRACTORS UNDER THE GSA MULTIPLE AWARD SCHEDULE (MAS) PROGRAM VIA THE 03FAC AND 00CORP MAS SCHEDULES. The General Services Administration is seeking to establish Government-wide Blanket Purchase Agreements (BPAs) for Comprehensive Professional Energy Services, as a result of the American Recovery and Reinvestment Act of 2009 and other Federal environmental initiatives. The American Recovery and Reinvestment Act (ARRA) of 2009 involves investments in the nation's infrastructure, including construction projects, environmental initiatives, and energy initiatives, that will significantly increase the Government’s “green” initiative program. GSA is electing to acquire these services under the umbrella of the Federal Strategic Sourcing Initiative (FSSI) to allow the Federal Government to realize the benefits of FSSI. Desired outcomes of FSSI include: • Pricing improvements (lower unit prices, volume discounts, best-in-class pricing) • Increase the value of each dollar spent through environmental improvements (effective and economic greening of the country’s infrastructure) • Process improvements (share best practices, standardize energy and environmental efficiencies, provide organizational transparency to help with program management responsibilities) • Performance monitoring (quality standards, structured metrics and performance reviews) • Business intelligence (management reports) The Multiple Award Schedules and Special Item Numbers (SINs) associated with this effort are as follows: 03FAC, Facilities Maintenance and Management: 003-97 Ancillary Repairs and Alterations 800-1000 Other Direct Costs 871-202 Energy Management Planning and Strategies 871-203 Training on Energy Management 871-204 Metering Services 871-205 Energy Program Support Services 871-206 Building Commissioning Services 871-207 Energy Audit Services 871-208 Resource Efficiency Management 871-209 Innovations in Energy 871-210 Water Conservation Services Contractors must propose all services described by SINs 871-202 through 871-210, SIN 003-97, and SIN 800-1000 either directly or through teaming arrangements. Contractors awarded SIN CR 799A under The Consolidated Schedule (00CORP) may also respond to this RFQ; however, 00CORP contractors will be required to team with 03FAC contractors in order to offer SINs 003-97, 800-1000, 871-202, 871-209, and 871-210, as required by the RFQ. Contractors offering SIN CR 799A must demonstrate the capability to provide all of the same services as described in SINs 871-202 through 871-210, SIN 003-97, SIN 800-1000. Any team member offering SINs 003-97 and 800-1000 must also offer at least one other SIN within scope of this RFQ, as products/services under these SINs may only be offered in support of core services. Please note that SINs 871-200 Energy Management Program Support and 871-201 Energy Audit Services will be excluded from this RFQ. GSA anticipates release of this RFQ the week of August 24 through GSA’s e-Buy system, which is available to GSA MAS contract holders.
