Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Statistical Research and Applications Branch (SRAB) plan to procure on a sole source basis with University of Pennsylvania, School of Medicine, Center for Epidemiology and Biostatistics; 617 Blockley Hall; 423 Guardian Drive; Philadelphia, PA 19104-6021 for services regarding cancer surveillance trend estimates for the period 1997-2006 for all the smoking and screening outcomes in the Behavioral Risk Factor Surveillance System (BRFSS); and the National Health Interview Survey (NHIS). The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541711 the business size standard is 500 employees. The period of performance for this procurement shall be for twelve months from date of award. Cancer surveillance research requires estimates of the prevalence of cancer risk factors and screening behaviors for small geographical areas such as counties. Small area estimates require the use of statistical models. In previous contracts we have developed small area estimates using a model-based approach (Raghunathan et al., 2007). These estimates and supporting documentation have been placed on a website, which is still in the developmental phase. These estimates are obtained using the responses from two surveys: the Behavioral Risk Factor Surveillance System (BRFSS); and the National Health Interview Survey (NHIS). The main purpose of this project is to make estimates for the period 1997-2006 for all the smoking and screening outcomes. The University of Pennsylvania School Of Medicine is uniquely qualified to perform the requested services. Dr. Dawei Xie, an Assistant Professor of Biostatistics at the University of Pennsylvania School Of Medicine will serve as the principal researcher. She has been instrumental in developing the computer implementation of the statistical algorithms and the theoretical background to support the analysis. This is very specialized work in "small area estimation" combining the NHIS and BRFSS surveys. This work is a follow-on acquisition, and the statistical modeling to be conducted is an extension of the model used in the prior acquisition. Thus the relevant literature to be reviewed only includes publications based on this model. Therefore the relevant market is limited to the U. of Pennsylvania. For combining the surveys project, Dr. Dawei Xie, developed all the computer algorithms, computer codes, assembled covariates, and coordinated the implementation on the internal data with NCHS staff. Dr. Trivellore Raghunathan, a Professor in the Department of Biostatistics and Research Professor at the Institute for Social Research at the University of Michigan, will be an unpaid project consultant. The combined expertise between these two individuals is unmatched by any other currently in the field. Any efforts to identify the required skills and expertise through outside sources would pose additional costs to the government. Therefore, in the best interest of the government this contract should be awarded to the University of Pennsylvania with Dr. Dawei Xie as principal researcher and with Dr. Trivellore Raghunathan of the University of Michigan as project consultant. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 4, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
