Description

The Department of Homeland Security (DHS) intends to negotiate a sole source contract with the National States Geographic Information Council (NSGIC) for access to and enhancement of the RAMONA GIS Inventory, as well as research and development of best practices guidance. The NSGIC is the only national group devoted to state geographic information systems and one that also, through its Ramona System, provides a consistent nationwide platform of GIS data holdings for tribal, state and local governments and their partners. This system will allow DHS access into the Ramona Inventory and to strengthen and enhance its development for the building of spatial data and infrastructures. This is an action for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of the publication of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
