Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION - NORTH WIND INC. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Bureau of Land Management, Department of the Interior, National Operations Center, Denver, Colorado intends to award a sole source time and material type contract to North Wind Inc., PO Box 51174, Idaho Falls, ID for 1) Expansion to the original repository completed at the Anvil Points shale mining and processing facility. This repository expansion needs to hold a minimum of 55,000 cubic yards of material. The contractor will be required to match the design specifications of the existing repository to the maximum extent practicable. The incumbent contractor is currently in possession of these design specifications. However, in order to maximize capacity, alternative liner options to the 3 foot clay liner in the existing repository must be researched and presented to the BLM COR and CO for consideration. In addition, the contractor will be required to obtain all necessary clearances from the local BLM office and the current oil and gas leasee, Williams Petroleum. This will include the relocation of all associated oil and gas well appurtenances. Upon completion of the repository expansion, the contractor will haul all remaining shale from the main shale pile and the north shale pile and place it in the repository. The repository will then be capped in the same manner as the existing repository. 2) Approximately 30,000 cubic yards of native material containing petroleum product needs to be dealt with on-site. The contractor must make all reasonable effort to remove and recycle all free petroleum product, and shall report to the BLM COR and CO on the success of these efforts, before proceeding with on-site disposition of the material either by land-farming or solidification. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. If you feel your firm possesses the ability to provide this product, interested parties may submit technical literature showing their capability of meeting the Governments requirement by 4:00 pm Mountain Time, Friday, September 4, 2009.
