WINSLOW MARINE PRODUCTS CORPORATION 11700 SW WINSLOW DR ARCADIA, FL 34269-1902 USA FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal Costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: End of year Pre-planning to obtain pricing and availability. Funds are not currently available. The 27 Special Operations Contracting Squadron at Cannon AFB, New Mexico intends to award a Sole Source purchase order to Winslow Marine Products Corporations for Line Item 0001: Winslow life rafts (QTY 4); Line Item 0002 Shipping and Handling for 4 Units. This award is set aside 100% for Small Business and is under North American Industry Classification System Code 326299 with a small business size standard of 500 Employees. This sole source action is being accomplished under the authority of FAR 6.302-1(a)(2)(i)(A). The government believes that Winslow Marine Products Corporations is the only known source that has the patented, proprietary, commercial product and design expertise to provide this repair. This notice is NOT a request for quote. However, interested companies shall submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services at or before 4:00 PM (Mountain Time), 02 September 2009. Any information received will only be considered for the purpose of conducting a competitive procurement. The contract award number is undetermined at this time but should funds become available shall be in the amount NOT TO EXCCED $34,000. Delivery will be This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-36, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20090729, and Air Force Acquisition Circular (AFAC) 2009-0803. This announcement constitutes the only solicitation. Quotations are not being requested and a written solicitation will not be issued. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). It is the firm's or individuals' responsibility to be familiar with applicable provisions and clauses. The following Provisions and Clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instructions to Offerors - Commercial Items The following addendum is provided to this provision: Paragraph (b), entitled "Submission of Offers", Request for Quotation should be submitted and shall contain the following information: Solicitation Number; Time Specified for Receipt of Offers; Name; Address; Telephone Number of Offeror; Terms of the Expressed Warranty; Price; Any Discount Terms and Acknowledgement of all Solicitation Amendments. Quote shall also contain all other documentation specified herein. Signed quotes must indicate quantity, unit price and total amount. Offers may be submitted via facsimile or mail. Paragraph (c); entitled "Period of Acceptance for Offers", the offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. Paragraph (f)(1); entitled :Late submissions, modifications, revisions, and withdrawals of offers", Late Offers: Request for Quotations or modifications of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. FAR 52.212-2 Evaluation - Commercial Item The following addendum is provided to the provision: The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability, if specified.
