JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONVA263-09-RP-0278Analytics Solution System - Solution Analytics - SDVOSB Sole SourceAs Required By FAR 6.303-2 1. Identification of the Agency and the Contracting Activity: VA Midwest Healthcare SystemAssigned to: Fargo VA Medical CenterNetwork Contracting Office Contracting Office (04-S)One Veterans Drive, Bldg 68 2101 Elm StreetMinneapolis, MN 55417 Fargo, ND 58102 2. Nature and/or description of the action being approved: Furnish and install a dNovus- RGI Analytics Solution System for the entire VISN 23. The above will be used in conjunction with the new Clinical Information System (CIS) which is anticipated to also be installed in FY10 under a separate procurement. The System being procured at this time will integrate patient information from a variety of different databases and include various departments within the VA. Sources of information will include but not limited to the ICU, Surgical Services, Anesthesiology and others. This system will be an integral part of the above and must be furnished and installed prior to the commencement of any services for the installation of the CIS. Background: VISN 23 (VA Midwest Health Care Network) anticipates the installation of Intensive Care Unit (ICU) and an Anesthesia Record Keeper (ARK) Clinical Information Systems (CIS) for all facilities located throughout VISN 23. With the anticipated installation of this new CIS system it is necessary for VISN 23 to establish a unified, integrated analytical database being procured herein. The analytic database will include all necessary software and all related hardware which will be used to integrate the CIS and clinical data obtained from the VA's electronic medical record, VISTA. This analytic solution would provide direct clinical user access to the data as well as technical support of the data stores. The CIS data would span the entire ICU or surgical visit and include all data available from the CIS database. Physiologic data shall include but not limited to, heart rate, blood pressure, and respiratory rate and would be captured at least once a minute. The database design would specifically allow for the storage and analysis of all very granular data captured by the critical care CIS rather than a sample or summary of the data. The system will allow a VA clinician to add new data elements and analyses to the database without loss of performance or functionality. 3. A Description of Supplies/Services required: VISN 23 requests the purchase, installation and maintenance of an Analytic Solution System. The procurement will include various software and hardware which will be utilized by all facilities located within VISN 23. At least one server will be furnished by the Contractor. It is anticipated that this server will be installed at the VAMC, Minneapolis, MN. The procurement shall include but not limited to an Analytic database application (software) and associated hardware, Analytics Database Support as well as a VISN 23 Disaster Recovery Plan for the Analytics. The Analytics Solution must offer an open architecture or custom approach to import data from the existing computer programs including the VA Vista system and third party clinical data stores. The required solution must have the ability to create open architecture reports that can be custom tailored to meet specific VA reporting needs. It shall also allow for the integration of existing Analytic Reports previously developed by the manufacturer for other VA facilities particularly those already developed for VISN 21. As noted on the attached sole source justification, Solution Analytics is the only vendor who can meet the needs of our facilities. 4.Statutory Authority permitting other than full and open competition: FAR 6.303 Only One Source available 10 U.S.C. 2304(c)(2) or 41 U.S.C. 253(c)(2). This is also being requested pursuant to 38 U.S.C. 8127 (c) as noted in IL 049-07-08, Veterans First Contracting Program. Suggested vendor is a Service Disabled Veteran Owned Small Business as also noted on the attached documents. 5.Facilities Unique Qualifications: The Solution Analytics data management system will be used by all facilities within VISN 23. The analytic solution being procured will be capable of extracting value from clinical data stores, specifically addressing issues relating to clinical quality; medical errors; healthcare costs; VISN comparisons of costs, practice patterns and outcomes; and differentiating quality; in addition to clinical research endeavors. Both the new CIS and this analytic database will also be utilized in all of the Intensive Care Units located within VISN 23. These areas require the most careful, complex monitoring of the most compromised patients-a process that traditionally has required manual documentation of monitored patient data, ventilator settings, and drug delivery devices as well as events, drug delivery case milestones, and patient demographics. The Solution Analytics will automatically collect, manage, integrate, and store essential clinical patient information in Critical Care Units (Medical ICU, Coronary CU, Surgical ICU, etc.). The analytic database being procured has been tested in VISN 21, where their entire VISN has adopted and installed a comprehensive and essentially identical CIS and database solution in all of its ICUs. 6.Efforts made to ensure that offers are solicited from as many potential sources as is practicable: In January of 2006, an Request for Information (RFI) was issued and posted on the Fed Biz Opps. The purpose was to determine the availability of sources and/or prospective offerors that may meet the needs of the government for a CIS/data management system. Responses were received from approximately six vendors, all of which were large businesses and only one VOSB responded - RDI d.b.a. dNovus. During this research, a team of qualified physicians, nurses, other medical professionals, bio-medical engineers and information technology experts, reviewed the data received. VISN 21 has previously advertised for the same or similar systems. During their research, the Steering Committee also determined that only one vendor was also capable of meeting all of the requirements of VISN 23 which is also the recommended vendor as noted herein. RDI d.b.a. dNovus no longer offers the Healthcare Analytics Solution. This product is now only offered by Solution Analytics. Based upon additional research conducted by the Steering Committee, they also reported that although other large businesses such as Siemens and Philips do offer similar systems, they still do not have all of the components required for VISN 23. In particular, their systems do not have the open architecture or custom approach to import data from the VA VistA system and third party clinical data stores nor do they have the ability to create open architecture reports that can be custom tailored to meet specific VA reporting needs. The Solutions Analytics architecture does have this flexibility. 7.Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: Price will be compared to a similar analytic database recently installed in VISN 21. Prices will also be confirmed with COTR prior to making the final award. It was however also noted during Market Research that the products and/or services required by this vendor used to be available through a GSA contract with RDA-DNOVUS. Pricing once received will be compared with this GSA contract to ensure that the price is fair and reasonable. Based upon information received from the station and on the attached, we feel that it is in the best interest of the VA to proceed with a sole source with this VOSB. 8.Market survey conducted: A search of SBA yielded negative results for 8 (a), Hubzone, SDVOSB, WOSB or Small Businesses when searching under an analytic database or an analytics solution system. No results were also found under IT Systems which is what would be required for this procurement. A search of VETBiz was also conducted and findings are also attached. There were negative results when searching for SDVOSB when searching under the same criteria however, the suggested vendor was the only vendor found when searching under IT Systems. Although there are several firms that can provide IT equipment and/or standard database solutions, the system required for the VA is more complex than the average "off-the-shelf" product. As noted on the attached sole source justification received from the Steering Committee and based upon several discussions held with the group, they have confirmed that between the complexity of the data, the required reports flexibility and monitoring system required that there were no other small businesses that either responded to the previous RFI or known that would meet our needs. 9.Other facts: None 10.Other sources expressing an interest: None 11.Actions to remove or overcome any barriers to competition: None 12.Certification: I certify that this justification is accurate and complete to the best of my knowledge. Based upon the above, I would recommend that we proceed with a sole source negotiation with this VOSB under the Veterans First Contracting Program (PL-109). The company does not have a GSA contract but will be required to provide the best possible price for all of those which may be purchased under the above. The majority however of the costs associated with the above will be obtained under a negotiated procurement as a sole source. If necessary it can be posted on FedBiz Opps however based upon approval of OSDBU and in accordance with the above, a FedBiz Opps notice is not required. Based upon the importance of this request to the entire telecommunications network in VISN 23, it is in the best interest of the government to proceed with this sole source negotiation.
