- FA8751-09-Q-0488 Sole Source Justification and Approval (J&A) The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of 10 USC 2304(c) as implemented by FAR 6.302-1 with Northrop Grumman Defense Systems Division, 3200 Samson Way, Bellevue, NE 68123 to perform services to provide two (2) E-Spooler communications interface systems as components of the larger SMART.NExT communication suite for delivery to the Tennessee Air National Guard. Though this notice of intent is not a request for competitive quotations, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 541519. Sole Source Justification Summary: The E-Spooler.SMART communications interface system is required to support USSTRATCOM's Nuclear Planning and Execution System (NPES) Operational Site Communications System. This interface capability was previously supported by Communications System Processor (CSP). The CSP System will be replaced by the E-Spooler.SMART, the only accredited replacement for the CSP System. Northrop Grumman is the sole-source developer of the E-Spooler front end used with the SMART.NExT communication system. No other contractor possesses the capability to integrate the software and other front-end interfaces since Northrop Grumman has retained proprietary rights to the software and SMART.NExT system, another Northrop Grumman product. Therefore, Northrop Grumman is the only known source that can satisfy the government's requirement.
