- The purpose of this Request for Information (RFI) is to conduct market research to determine if commercial solutions are available to meet existing Project Director Defense Communication Systems-Southwest Asia (PD DCS-SWA) requirements for NAVAIR shelters. This market research will be used to formulate an acquisition strategy to procure protected commercial telecommunications shelters supporting, PD DCS-SWA in its mission within Southwest Asia Theater of Operations. PD DCS-SWA is seeking sources capable of providing commercially available protected telecommunications shelters in accordance with (IAW) the specifications identified. This request seeks to encourage responses from large and small business sources, including service-disabled veteran-owned small businesses, HUB Zone small businesses and 8(a) certified companies. The following information is provided to assist the PD DCS-SWA in conducting Market Research to identify potential commercial sources for this effort. Sources Sought: This RFI is for information, planning and market research analysis only. This RFI is not to be construed as a commitment by the Government to procure at this time. This RFI is not a formal solicitation, nor is it a request for proposals (RFP). Any formal solicitation will be announced separately. The Government is not responsible for any cost respondents may incur to prepare responses to this RFI. Response to this RFI from industry is strictly voluntary. As prescribed in FAR 15.209(c), the following provision is inserted: IAW FAR 52.215-3 --Request for Information (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of identifying potential vendors capable of the design, build, test and delivery of a range of protected communications shelters. This announcement is for market research and does not constitute a Request for Proposal (RFP). The government is seeking potential commercial sources to provide ISO, 8ft by 20ft shelters to be utilized as environmental containment units (ECUs) to house commercial voice and data communication equipment. ISO containers/shelters (requirements): "Must have the ability to be configured and interconnected with NAVAIR Side Opening Shelters "Shelters shall be capable of connecting with one another to provide environmental shields between connected units. "Shelters shall meet military specification MIL-M-81957(AS), ISO/ANSI specification 1496/1 and ANSI MH5.1, 5.1.1 and 5.4. "Desired Exterior Dimensions: shall be 96in. high, 96 in. wide 238-1/2in. long (8 ft. x 20 ft. ISO) "Minimum Interior Dimensions: 84-5/16in. high, 89-13/16 in. wide, 232-5/16 in. long "Minimum Payload rating: 10,000 lbs "Minimum Floor load rating: 1000 lbs/sq-ft "Allow for assembly, disassembly, and re-assembly multiple times, with a minimum 10 years useful life and at least 10 assembly/disassembly without degradation to functional use. "Maximum insulation or other technology for energy conservation and thermal efficiency. "The shelter must be able to withstand storage temperatures of minus sixty (60) degrees Fahrenheit (F) to plus one hundred forty (140) degrees F. "The shelter must be capable of being transported by CH-47 Sling Load, C130, rail and truck. "Capable of withstanding rough handling and inclement weather conditions (including snow loading) encountered in all transportation and storage modes. "Capable of being handled by local material handling equipment (MHE) as well as container handling equipment. "External surfaces will be corrosion resistant and be capable of decontamination by standard military procedures. Finish color is not limited to but must include desert tan or camouflage green. "Able to accept US and European commercial power and interface with a standard US military generator set. "Possesses standard NEC electrical outlets with 110/220v and 50/60 htz capable electrical chase for lighting and HVAC/MIL ECU. "Desired delivery to be 6 Weeks after receipt of order "Containers shall be able to be configured into one of the five (5) models: Basic Shelter: Basic ISO Shelter with the following features: "20 ft ISO shelter with a 1.22m 1.93m (W H) personnel door at each end. "Wired for 3 phase, 5 Wire, 50/60 Hz, 120/240 Volt, 100 A Critical and 100 A Non-critical, 50 / 60 Hz power and capable of transferring this power to another shelter. "Interior lighting provided via ceiling-mounted fluorescent lights. "Contains provisions for the installation of a 3 Ton ECU or 5 Ton ECU, which can be integrally mounted through the side of the shelter. Side Opening Shelter: TCF A "Similar to the Basic Shelter; has provisions for two 5-Ton ECUs on one side. "The other side is removable to permit configuring with either a Side Opening Shelter: TCF B or a Side Opening Shelter: TCF C. Side Opening Shelter: TCF B "Similar to the Basic Shelter and TCF A except that it has no end doors. "It requires a small personnel door located between the 5-Ton ECU opening on the non-removable side. Side Opening Shelter: TCF C "This shelter contains no power distribution or lighting, but has two removable sides and a single end personnel door. Integration Shelter: TCF Integration Shelter "This shelter is used as a junction for up to six other Basic or Side Opening shelters. "Contains provisions for the installation of a 3 Ton ECU, which can be integrally mounted through the door of the shelter and Window ECU provisions. *The attachment 1 includes an example configuration of the shelters. Potential Sources should submit the following information: "description of the commercial shelters currently available and how requirements are or are not met; "lead time for manufacture of shelters "potential production capacity and capability, to include place of production "the associated costs; to include the terms of any commercial warranty offered, "required tools or equipment required to set up or tear down, "training required for transition to Operations & Maintenance (O&M) components "process for installation, teardown and maintenance; "Compliance with industry building, safety, habitation codes Responses to this RFI are to be submitted by e-mail to beth.m.white@us.army.mil and RECEIVED by 2PM CST, 16 September 09.
