Description
sow rfq : This is a combined synopsis/solicitation items are being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Papahanaumokuakea Marine National Monument located in Honolulu, HI has a requirement for contractor to provide and install on Sand Island, Midway Atoll (2) surveillance cameras capable of remote monitoring of wildlife colonies day and night. The cameras will be located in the main Midway complex of buildings and transmit their signal over the existing 1.44 MB/s (T1 speed) satellite link provided and maintained by NOAA and USFWS. Installation should be capable of wireless transmission of signal between the camera install and transmission point for the satellite dish (<3 miles). Cameras should be equivalent to or exceed the environmental specifications of IP68, have at least a 36x optical zoom, be enabled for remote operation, have a wiper over the lens, have full 360 degree rotation, and 320 degrees of tilt. Each of the cameras will be positioned with a view over nesting albatross colonies, and be able to view overhead. The cameras will need to be remotely controlled (for direction and zoom), be fully water and weather proof, and be able to capture live video during the day and night. The contractor will purchase the two cameras and necessary installation equipment, coordinate with NOAA and the US Fish and Wildlife Service for installation, install the cameras on existing concrete building on Sand Island, Midway Atoll with appropriate mounting and electrical wiring. Electrical power will be supplied at the installation sites, but the contractor will need to install the wiring from the inside of the building to the mounting location. See attached detailed statement of work for complete description of supplies/services for this contract. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Only firms that can provide the exact supplies/services described herein will be considered. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. This RFQ closes at 9:00 a.m. Sept 11, 2009.
