- Description
- This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. This project encompasses the rehabilitation of the electrical control systems of the main and auxilliary locks at both Wilson and Guntersville Locks. The Contractor shall furnish all labor, management, administration, on-site information surveys, installation plans and calculations, computer-aided design and drafting (CADD), start-up, commissioning, and on-site installation; fabrication/assembly; transportation; packaging and shipping; materials and equipment necessary to commission a new control system based on field-proven, state-of-the-art, off-the-shelf (OTS) hardware. Each new control system shall be hard-wired (HWS). The Contractor shall perform demolition and disposal services of the existing control system components and specified electrical equipment being rehabilitated by this contract. Demolition shall be performed in such a manner as not to damage existing and/or new equipment required for future operation. Coordination shall be made with the Wilson Lock Master on equipment he deems the Government will keep in lieu of disposal before demolition commences. Contractor personnel shall perform all installation, start-up, and commissioning in accordance with these specifications, the calculations and installation plans, and the Contractor-furnished materials and equipment necessary for the complete rehabilitation.
