MAINTENANCE OPERATIONAL SYSTEMS SUPPORT (MOSS) IISOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION (RFI)26 August 2009 The HQ 754th Electronics Systems Group, Maintenance Flight ILM is responsible for the maintenance information systems composed of IMDS Central Database (CDB), Combat Ammunition System (CAS), Precision Measurement Equipment Laboratory (PMEL) Automated Maintenance System (PAMS), Tool Accountability System (TAS), Enhanced Maintenance Operations Center (EMOC), Training Business Area (TBA) and Maintenance Scheduling and Application Tool (MSAT). The government is conducting market research to seek qualified sources for a tentative sustainment contract. It is the intent of the Government NOT to enter into a contract with this RFI. This is a sources sought synopsis (SSS). No solicitation is available at this time. Requests for solicitation will not receive a response. The Air Force (AF) is seeking potential sources for a single contract vehicle to encompass overall sustainment to include barebones maintenance, development/modification, and support efforts for the above mentio! ned ILM systems and limited Expeditionary Combat Support System (ECSS) transition support. PERIOD/PLACE OF PERFORMANCE: Any and all information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this request. The potential period of performance is from Jan 2010 to 2015 (one-12 month base period and three 1-year option periods) timeframe. The historical value of the sustainment program ranges from $5 million to $13 million per year. Your response to this SSS should reflect how you can support and also develop, test, and field enhanced capabilities for the current and future ILM and Combat Ammunition System (CAS) systems. The place of performance is HQ 754 ELSG/ILM, (Building 888) Maxwell AFB-Gunter Annex, AL. OVERVIEW OF SYSTEMS SUSTAINMENT EFFORT:The ILM Program Office is a set of evolutionary acquisition programs to develop, field, test and support a standard AF maintenance management and reporting information systems. These enhanced data gathering and decision support systems increase productivity, readiness and sustainment, while decreasing mobility infrastructure requirements and footprint, and reducing the total cost of ownership. ILM consists of the following information systems: IMDS Central Database (CDB), the Air Force base-level automated maintenance information management system for weapon systems; Precision Measurement Equipment Laboratory (PMEL) Automated Maintenance System (PAMS), a standalone system that automates, standardizes, and improves maintenance record tracking, calibration traceability, and quality assurance for more than eight hundred thousand (800,000) items of test, measurement, and diagnostic equipment around the world; Tool Accountability System (TAS), maintains equipment accountability! for aircraft support shops, as well as back shops; Enhanced Maintenance Operations Center (EMOC), a "Web-Enabled" solution to maintain current aircraft status for multiple air bases and provide an oriented visual representation display of information to be readily available among authorized staff; Training Business Area (TBA), standard maintenance and communications-electronics training and certification application that supports base, wing and work center level training management activities by automating training management business processes; Maintenance Scheduling and Application Tool (MSAT) provides a solution for data analysis, inspection/time-change tracking, and report generation for the Air Force Aircraft Maintenance Plans, Scheduling and Documentation (PS&D) sections. ILM develops capabilities and support programs that manage Maintenance management information worldwide to include, but not limited to, Air Force Portal Gadgets and Point of Maintenance (POMx), ! and Foreign Military Sales. Additionally, the ILM Program Management Office (PMO) provides functional support to the Expeditionary Combat Support System (ECSS) PMO in transforming Air force Logistics with Commercial-Off-the-Shelf (COTS) software. The Combat Ammunition System (CAS), the authoritative system for Air Force combat ammunition is a single integrated web-based system operating on the Global Combat Support System-Air Force (GCSS-AF) framework. SCOPE/PERSONNEL SKILLS: The scope of this effort includes programming, functional, and technical-functional level expertise to support the ILM Systems within the HQ 754th Electronic Systems Group, Installations and Logistics, Maintenance Flight, Maxwell AFB-Gunter Annex, Montgomery, Alabama. Knowledge and operational use of ILM Operational systems, operational needs of ILM Operational systems, an understanding of the ILM Operational system data structures, inter-relationships, and software development. Programming skills using COBOL, ECL, IPF, IQU, Java Script, HTML, SML, Java, PL/SQL, UML and J2EE, JDBC, ASP.NET, C# (Sharp), and ODBC compliant solutions. Skills in the analysis and design of relational databases such as Oracle. Experience in hierchichial networked databases such as Unisys ClearPath 02 2200 Data Management System (DMS-2200). Software Version control skills using the ILM software Configuration System (CSCS). Expert(s) with the GCSS AF-IF development env! ironment to include integration skills using Tivioli Access Management. Experience with deploying applications to a Sun Microsystems Solaris Operating System. Terminal emulation skills using INFOConnect. Knowledge of software test and evaluation procedures (such as functional requirements-based testing and end-to-end testing), a working knowledge of tools used to test, technical analysis and documentation, requirements processing, software release processing, aircraft maintenance support, and fielding/implementation support. The scope of work summarized above is provided for information purposes only and should not be interpreted as a complete finalized list of requirements regarding this effort. Please provide your experience with the following:.Programming support for the modification and enhancement of ILM Operational System to support the development and integration of new weapon systems into the Air Force inventory and support their migration to the GCSS-AF IF,.Operability with the Standard Desktop Configuration (SDC) (i.e. current versions of Internet Explorer, Microsoft OS, Microsoft Office, etc.)..Ability to test the ILM Operational Systems against newly issued Time Compliant Network Order (TCNOs) and identify any problems/risks a TCNO may cause the ILM Operational Systems..Providing help desk supportoLevel II Help Desk Support is a higher level that has the necessary resources to handle more difficult calls or issues and provide resolutionsoLevel III Help Desk Support being the highest level of support which often deals with software specific needs, such as updates and bug-fixes that affect the client directlyoIntegrated Level II and Level III support in conjunction with AF Level I help desk(s)oComplete Level I through Level III support.Department of Defense (DoD) and Air Force (AF) Security InstructionsoDepartment of Defense Information Assurance Certification and Accreditation Process (DIACAP)oDoD Public Key Infrastructure/Public Key Enablement (PKI/PKE)oA DD Form 254 is applicable. All contractor personnel access to operational Defense Information Systems Agency (DISA) facilities, operational Air Force data systems, and networks will be required to possess a SECRET clearance. oAll direct support contractor personnel must have the ability to pass a National Agency Check (NAC).Department of Defense Architecture Framework (DoDAF) INSTRUCTIONS FOR RESPONSE:.Submit a ten-page (maximum) paper describing the items listed above. The responses should be formatted as follows: oPage size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count. oPages shall be single-spaced. The font shall be Times New Roman and the font size shall be no less than twelve (12) point. Use at least 1-inch margins on the top and bottom and inch side margins. oCapability statements need to demonstrate, through past experience or otherwise: (1) an understanding/familiarity with the ILM OS mission, (2) demonstrated capability to perform or manage as a prime contractor or as a subcontractor for the technical data services described above, (3) financial capability to perform as a prime contractor or as a subcontractor and execute task orders, (4) the ability to provide additional services/capability in the event of an immediate surge requirement, and (5) the ability to support the DD 254 security requirement. oResponses shall also include information regarding the following: (1) the level of contractor's interest (likelihood of submitting a proposal as a prime contractor), (2) potential teaming arrangement if likely to submit a proposal, (3) what experience the contractor's employees have that are considered relevant to these systems..Also provide the following information:oCompany name and addressoPoint of Contact for questions and/or clarificationoTelephone number, fax number, and email addressoCompany size (i.e. number of employees and annual revenue) CAPABILITIES PACKAGE: Interested parties must submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant. All interested, responsible potential firms must submit their written responses NO LATER THAN Close of Business (COB) 5:00 pm CDST on 18 Sep 2009.
