- Solicitation Number: ACF14502 Intended Source: University of Miami, Department of Geography and Regional Studies, Federal Demonstration Projects Period of Performance: One (1) Year from Date of Award The Program Support Center (PSC), Strategic Acquisition Services (SAS), on Behalf of the Office of Community Services (OCS) within the Administration for Children and Families (ACF), intends to award a 12 month sole source contract using simplified acquisition procedures to the University of Miami, Department of Geography and Regional Studies, Federal Demonstration Projects P.O. Box 248106, Miami, Florida 33124. The basis for this requirement is federal acquisition regulations (FAR) Part 13. The Low Income Home Energy Assistance Program (LIHEAP) is authorized by Public Law 93-35, as amended. LIHEAP is administered at the Federal level by the Office of Community Services within the Administration for Children and Families (ACF) of the U.S. Department of Health and Human Services. The statutory purpose of LIHEAP is to assist “low-income households, particularly those with the lowest income, that pay a high proportion of household income for home energy, primarily in meeting their immediate home energy needs.” The LIHEAP statute defines home energy as” a source of heating or cooling in residential dwellings.” The Heat Stress Index (HSI) was developed in 2003 as part of a contract with NOAA’s National Climatic Data Center and the support of the University of Miami, to construct the first relative discomfort index to be commonly used in this country. Up to this point, HSI values have been used by the National Weather Service (NWS), several utilities, and health practitioners to determine how stressful a day’s weather is when compared to the average. This year, the Office of Community Services (OCS) has an interest in understanding how HSI values relate to actual human health outcomes. We are also requesting several changes to the existing HSI website. The goal of this work is to improve the website developed for the: Low Income Home Energy Assistance Program (LIHEAP), which provides population-weighted statewide Heat Stress Index (HSI) values. This improvement will include the following: 1.Provide 1, 3, and 7 day historical running means of population-weighted HSI values for each state, updated daily. 2.Develop relationships between the HSI and human health for urban areas in 7 states by utilizing county-based mortality data. 3.Develop a mechanism that highlights values when an “emergency” or “advisory” situation has occurred over the past week. 4.Probabilities that excess deaths have occurred due to heat in urban areas/states that can be displayed on the website. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1 (b) – which states that for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
