Description
This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis with General Dynamics C4 Systems, 8201 E. McDowell Road, Scottsdale, AZ 85257. The contract type is anticipated to be a Firm Fixed Price contract. In accordance with FAR6.302-1, General Dynamics C4 Systems is the only known source capable of satisfying the Governments minimum requirement. The Contract Line Item Numbers and descriptions are: CLIN 00001-UAC-350, AC power supply for the URC-200, URC (V2), UPA-50, UPA-55H, P/N 52-P43990F001: CLIN 00002-UIB-100, 28 VDC input provides unfiltered 20 VDC to transceiver and power amplifier, P/N 01-P35807M001: CLIN 00003- UPA-50, 50 watt FM, 30 watt AM power amplifier, cable and mounting kit, P/N 01-P34364E001: CLIN 00004- URM-100, Rack Mount, P/N 01-P35865M001: CLIN 00005- URF-B-61-150, cable and antenna, 150ft, P/N 30-P37421K011-150. Quantities are all for one (1) each. The requested equipment will be used to upgrade existing legacy systems. The required power supply will provide back-up power, allowing the user to operate the transceiver from any AC power source worldwide providing emergency power to the transceiver to allow for communications during power failures. These products have gone through an extensive process of integration and testing to ensure compatibility with currently fielded hardware. Any deviation from the current infrastructure could jeopardize current operations. The purchase of any other power amplifiers would result in duplicate cost to the government to modify/recreate the current design, recreate baseline drawings, testing and validation costs, operator and maintenance training costs, in additional to the logistical cost of managing two different systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 8 September 2009, 1400 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
