- Description:This is a combined synopsis/solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Solicitation is an RFQ and the solicitation number is W15QKN-09-R-0114. The US Army JM&L LCMC intends to award a purchase order for CLIN 0001, Scanning Electron Microscope (SEM) using NAICS Code 334516. The Energetic Materials Analysis Branch (EMAB) has the mission to perform microscopy analysis on energetic materials pertaining to the characterization of crystalline and nano structured energetic materials. An important analysis for the aforementioned operations is the characterization of surface area & elemental determination of the components contained on the surface of a material. The SEM shall have an Electron Dispersive X-ray Microanalysis system (EDS). This instrumentation shall be used to support a crystallization facility and shall also provide analytical support for research and development efforts related to several nano technology based projects currently being worked on at Picatinny Arsenal. Closing date for receipt of proposals is 5:00 p.m. EDT, September 8, 2009. Any response received after the due date and time will be considered untimely and may not be further considered for evaluation (ref. FAR 15.208(b)). Evaluation and award shall be made in accordance with FAR 13, Simplified Acquisition Procedures. Basic Instrument Specifications:The SEM with EDS shall be a compact system with reduced energy consumption and shall be able to install in a small space without requiring any special facilities such as a high voltage power distribution board or a cooling-water. The contractor shall guarantee resolution of 5.0 nm at 20kV. The electron optics shall have a low magnification of 8X for easy sample survey.The specimen chamber shall have multiple accessory ports. Training, Shipping, Installation, and Startup:Installation & training shall be provided by the vendor to include all systems and equipment supplied and a 12 month parts and labor warranty from date of installation. Training, shipping, installation, and startup shall be included in the price of the SEM. 3. Manuals: The vendor shall provide a full set of step-by-step operating and analysis procedures in electronic and hardcopy format for all hardware, software and accessories at the time of installation and startup.4. Travel expenses Travel and transportation costs shall be included in the final cost estimate provided by the contractor 5. Manpower Requirements The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army Data collection site where the contractor will report ALL contractor man-power (including subcontractors manpower) required for performance of this contract. The contractor is required to completely fill in all information in the format using the following web address https://contractormanower.army.pentagon.mil. The required information includes.(1)Contracting Office, Contracting Officer, Contracting Officers Technical Representative;(2)Contract Number, including task and deliver order number;(3)Beginning and ending dates covered by this reporting period;(4)Contractor name, address, phone number, e-mail address, identity of contractor employee entering data;(5)Estimated direct labor hours (including sub-contractors);(6)Estimated direct labor dollars paid this reporting period (including sub-contractors);(7)Total payments (including sub-contractors);(8)Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different);(9)Estimated data collection cost;(10)Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contactor with its UIC for the purposes of reporting this information);(11)Locations where contractors and sub-contractors perform this work (specified by zip code in the United States and nearest city, country, when in overseas location, using standardized nomenclature provided on website);(12)Presence of deployment or contingency contract language; and,(13)Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated Total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 8 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure website without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site. 6. PERIOD OF PERFORMANCE: Delivery shall be 4 months after contract award.7. Deliver to: US Army, ARDEC Attn. Henry Grau, Building 3028 Picatinny Arsenal, NJ 078068. This is a competitive acquisition using the authority of FAR 12.6. 52.212-2 EVALUATIONCOMMERCIAL ITEMS(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following technical factors shall be used to evaluate offers: Technical Performance:ARDEC is looking to purchase a Scanning Electron Microscope (SEM) to enhance the Energetic Materials Analysis Branchs (EMAB) ability to perform microscopy analysis on energetic materials pertaining to the characterization of crystalline and nano structured energetic materials. The SEM shall be able to analyze the characterization of surface area & elemental determination of the components contained on the surface of a material. The SEM shall have an Electron Dispersive X-ray Microanalysis system (EDS). This instrumentation shall be used to support a crystallization facility and shall also provide analytical support for research and development efforts related to several nano technology based projects currently being worked on. Ease of Operation: The SEM shall allow for a quick and seamless transition between various imaging modes. The control and analysis software must be easy to use and straight forward. Step-by-step operation and software manuals for the SEM and all applicable attachments must be included.Maintenance: The system shall require little regular maintenance and shall be operational greater than 90% of the time. At least a one-year warranty must be included that shall cover all hardware and software including any computers. If required, the vendor shall visit ARDEC during the warranty period to perform any required repair and adjustments. Training: The contractor shall provide several days of in-depth operation and applications training for the SEM, each attachment and all applicable software modules. This training should be geared to ARDEC specific applications. The cost of training shall be included in the price of the system.Service: The contractor shall provide any required service and technical support for a period of one year from the date of commissioning. Furthermore, the contractor shall provide the details of a post warranty service contract before the end of first year. For minor technical or operational problems with the SEM, the contractor shall provide a telephone/e-mail support and response within twenty four hours. The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government with appropriate consideration given to the non-cost factors and price. The Government will weigh any increase to technical rating against any additional price to determine if parity of the relationships warrant the paying of additional price for the higher rating. However, price may become more significant in the event of rating competing proposals are closely grouped.(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.Cost: If all other factors are determined to be equal between multiple vendors then cost will be used as the final determining factor.The following adjectival ratings shall apply to all non-cost factors:Blue (Outstanding) A proposal that satisfies all of the Governments requirement with extensive detail to indicate feasibility of the approach and shows a thorough understanding of the problems and offers numerous significant strengths, which are not offset by weaknesses with an overall low degree of the risk in meeting the Governments requirements.Green (Good) A proposal that satisfies all of the Governments requirements wit adequate detail too indicate feasibility of the approach and shows an understanding of the problems and offers some significant strengths or numerous minor strengths, which are not offset by weaknesses, with an overall low to moderate degree of risk in meeting the Governments requirements.Yellow (Acceptable) A proposal that satisfies all if the Governments requirements with minimal detail to indicate feasibility of approach and shows a minimal understanding of the problems, with a moderate to high degree in meeting the Governments requirements.Orange (Marginal) A proposal that satisfies all of the Governments requirements with minimum detail to indicate the feasibility of the approach and shows a minimal understanding of the problem with and overall high degree of risk in meeting the Governments requirements.Red (Unsatisfactory) A proposal that contains a major error(s) of deficiency(s) that indicates a lack of understanding of the problems or an approach that cannot be expected to meet the requirements of involves a very high risk and none of these conditions can be corrected without a major rewrite or revision of proposal. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
