- This notice is to announce that this NSN will be solicited in the near future. This is not a Solicitation/Request for Proposal. The Solicitation/Request for Proposal will be forth coming and will be available via the DSCC Website address (URL) is http://dibbs.dscc.dla.mil/rfp/. The response date referenced above is estimated. Solicitation Issue date is on or about 09/11/09, with the Response date on or around 10/13/09. Note: Copies of this solicitation will only be available via the World Wide Web. Hard copies of this solicitation are not available. Reference number: IQC09166009019. NSN: 5965-00-900-6401. Nomenclature: Headset-Chest Set Electric. First Article Testing is required. Dynalec Corp (12763) and part number 702019-375 is the approved source and part number. Dynalec is waived from first article testing. This will be solicited as unrestricted. An Indefinite Quantity Contract (365 days basic contract with two 365 day option periods) is anticipated. Multiple delivery orders may be written against the basic for a total of three years. Estimated annual demand quantity is 3130 each. Item Description: HEADSET-CHEST SET, ELECTRICAL MERCURY OR MERCURY CONTAINING COMPOUNDS SHALL NOT BE INTENTIONALLY ADDED TO, OR COME IN DIRECT CONTACT WITH, ANY HARDWARE OR SUPPLIES FURNISHED UNDER THIS CONTRACT. FIRST ARTICLE TESTING IS REQUIRED. FIRST ARTICLE TESTING SHALL BE IAW MILITARY SPEC. MIL-T-15514F DLAD 52.246-9004, PRODUCT VERIFICATION TESTING, APPLIES. THIS CLAUSE IS A GOVERNMENT OPTION THAT CAN ONLY BE INVOKED UPON THE COGNIZANT CONTRACT ADMINISTRATION OFFICE NOTIFYING THE CONTRACTOR THAT PVT SAMPLES ARE TO BE SELECTED. THE USE OF ANY CLASS I OZONE-DEPLETING SUBSTANCE (ODS) IN THE DESIGN, MANUFACTURING, TESTING, CLEANING, OR ANY OTHER PROCESS FOR THIS ITEM UNDER ANY MILITARY OR FEDERAL SPECIFICATION, STANDARD OR DRAWING REFERENCED IN THIS ITEM DESCRIPTION IS "PROHIBITED" UNLESS THE SEPARATE WRITTEN APPROVAL OF THE CONTRACTING OFFICER IS OBTAINED. THIS PROHIBITION SUPERSEDES ALL SPECIFICATION REQUIREMENTS BUT DOES NOT ALLEVIATE ANY PRODUCT PERFORMANCE REQUIREMENTS. THIS DOES NOT APPLY TO COMMERCIAL ITEMS, AS DEFINED IN "FAR 11.001" OR TO PART-NUMBERED- ONLY ITEMS. ADEQUATE DATA FOR THE EVALUATION OF ALTERNATE OFFERS IS NOT AVAILABLE AT THE PROCUREMENT AGENCY. THE OFFEROR MUST PROVIDE A COMPLETE DATA PACKAGE INCLUDING DATA FOR THE APPROVED AND ALTERNATE PART FOR EVALUATION. CRITICAL APPLICATION ITEM DYNALEC CORPORATION (12763) P/N 702019-375 Various incremental quantities will be solicited. Deliveries will be to various DLA customers and/or stocking locations. While price is a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. All responsible sources may submit an offer/quote, which shall be considered.
