- ******** THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL INTERESTED PARTIES THAT IDENTIFY TO THE CONTRACTING OFFICER THEIR INTENT AND CAPABILITIES TO SATISFY THE GOVERNMENT'S REQUIREMENT WITH COMMERCIAL SERVICES AND ARE RECEIVED WITHIN 15 DAYS AFTER THE DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. FOR SPECIFIC QUESTIONS, PLEASE CONTACT THE CONTRACT OFFICER AT KATHERINE.PERRY1@RANDOLPH.AF.MIL OR TELEPHONE (210) 652-5188.********* The Headquarters (HQ) Air Education and Training Command (AETC), Expeditionary Training Division, HQ AETC/A3A, Randolph Air Force Base (AFB), Texas 78150, hereby formally announces the intent to award a firm-fixed price contract on a sole source basis to CONCORD XXI, INC for a total period of one (1) basic year and three (3) option years. The government intends to award a contract to "CONCORD XXI, Inc. 1600 Steeles Ave. West Suite 204, Toronto, Ontario, Canada L4K 4M2, for Aircrew and Maintenance training for the Antonov AN-32 aircraft. Ten (10) U.S. Government (USG) personnel are required to fly and maintain AN-32 aircraft in support of Air Advisor Program. Training shall commence in November 2009. The contractor shall provide all services necessary to qualify USG aircraft crewmembers to perform duties in the AN-32 aircraft. Pilot and flight engineer training consists of academics, End of Course (EOC) Exam, Cockpit Procedural Trainer (CPT), simulator (or aircraft) training, and flight training, including a flight evaluation. This training shall include, if possible, familiarization training in remote/unprepared surface operations, night/instrument flight rules (IFR) operations and single-ship low-level tactical operations. Approximate training time for pilot and flight engineer shall be approximately 35-42 training days. The contractor shall provide all services necessary to qualify USG aircraft maintenance personnel to perform duties in the AN-32 aircraft. At course completion, technicians shall demonstrate an understanding of aircraft flight theory and systems' operations and perform basic maintenance functions. Approximate training time for maintenance training shall be approximately 35 training days. All USG personnel shall receive a graduation certificate upon successful course completion. For courses taught OCONUS, the contractor shall arrange for daily ground transportation to/from lodging location to training site through US Embassy approved sources. The contractor shall make arrangements for students to HAVE access to breakfast, lunch and dinner facilities. This notice is issued as a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice and a written solicitation will not be issued. The reference number for this action is FA3002-09-R0036. This procurement is being conducted using other than full and open competition procedures. The NAICS code for this requirement is 611512; Size Standard is $23.5Million. This will be a firm fixed price contract to provide AN-32 Aircrew & Maintenance Training. There will be eight (8) contract line items, Five (5) Pilot, flight and ground training, one (1) Flight Engineer, flight and ground training, two (2) loadmasters, flight and ground training, two (2) ground crew, twenty-four (24) additional flying time and thirty-five (35) days of lodging annually. Additional Clauses are applicable to this acquisition. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Numbered note 12 applies to this acquisition. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
