Description
U.S. Army RDECOM Contracting Center, Edgewood Division, intends to negotiate on a sole source basis, the procurement of a Joint Service Aircrew Mask TDA99-B with Test Head Modification to be developed by Air Techniques International (ATI), Owings Mills, Maryland. Under the proposed acquisition, the current Joint Service Aircrew Mask (JSAM) will be modified to more efficiently fit the need of the warfighter. Due to design complexities, the JSAM respirator is not operable with the ATI test head. The JSAM contractor, AVOX, has designed a proprietary test head available for use and accepted by the JSAM program office. ATI has determined that the TDA-99B can be modified to operate with the JSAM test head to meet developmental testing and production testing needs. There are two objectives for this effort. The first objective is to procure a new TDA-99B from ATI with the JSAM specific modifications to operate with the AVOX JSAM test head. The second objective is to have ATI modify an existing Government owned TDA-99B to operate with the JSAM test head. The required technology, the TDA-99B, is a Commercial off the Self (COTS) item that is proprietary to the issuing company, ATI. The TDA-99B is currently the only validated Government leakage tester that meets the requirements for the Joint Service Aircrew Mask (JSAM) program. Anticipated award date is 15 September 2009. The policies and procedures set forth in FAR Part 12 will be used for this procurement. The duration of this effort is seven (7) months after contract award.
