Description
This is a non-competitive combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-09-Q-80093 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-36. The NAICS Code is 561210 and the small business size standard is $6.0M. The Government intends to award a Firm Fixed Price Purchase Order on a Non-competitive basis with Associated Mechanical, Inc, Woburn, MA. The John A. Volpe National Transportation Systems Center (Volpe Center) has a requirement to procure labor and materials to remove the Refrigerant charge and oil from the York Screw Chiller (Model No. YS FC FB S5 CUAS) and store in a recovery vessel, in accordance with the Statement of Work (SOW) below.STATEMENT OF WORK (SOW--BEGIN)The contractor is to provide all labor and materials to remove the Refrigerant charge and oil charge from York Screw Chiller (Model No. YS FC FB S5 CUAS) and store in a recovery vessel adjacent to the chiller. The contractor shall then pressurize the entire York chiller with dry-nitrogen to a pressure of 150-180 PSI using Refrigerant-22 as a tracer in order to thoroughly leak test all fittings, joints, valves and other areas that could leak. A written inventory of all leaks shall be made and options for repairing leaks discussed with the Operations Foreman and a representative of Engineering Department (Bill Sullivan or David Duncan). The best methods for repairing leaks will be determined. The leaks will be repaired and tested again under a pressure of 150 ? 180 PSI with a tracer of R-22. After it has been determined that the York Screw Machine is leak free, the entire chiller is to be evacuated to remove all nitrogen and non-condensable gases from machine. This vacuum is to be broken by adding Refrigerant-22 to a pressure of 10-15 PSI. The chiller shall be evacuated and the vacuum broken with R-22, two more times to insure all moisture and non-condensable are out of the chiller before the final charge of R-22 is added. New York oil is to be added to the chiller and machine test run for 2-3 days under full load conditions to determine that unit is operating properly and is putting out 665 tons of cooling. The contractor is responsible for providing enough refrigerant to fully charge the York chiller system. Above referenced York Screw Chiller (Model No. YS FC FB S5 CUAS) is located at Building No. 5, 125 Munroe Street, Cambridge, Massachusetts, 02142. These hours constitute normal working hours. The work shall be performed during normal working hours. Drawings There are no sketches or drawings accompanying this package. Preparation Notify the Volpe Center?s Facilities point of contact when the work is to be performed so Security can be notified to determine if additional security is required. A day?s notice would be appropriate. STATEMENT OF WORK (SOW) --- (END) Proposal Pricing: The Contractor shall provide pricing in accordance with the above SOW. Proposals shall include unit pricing. The items are as follows: CLIN 0001-Provide all labor and materials to remove refrigerant and oil from York chiller, in accordance with the above SOW $__________, Total Price $___________; Instructions to Offeror: The signed offer must be submitted electronically via e-mail to Karen.Marino@dot.gov no later than 2:00 P.M. EST on September 4, 2009. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA at the following website: http://orca.bpn.gov. The Government will not pay for any information received. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
