- The following information is provided as part of a market survey of industry to determine if any potential contractors have the skill, knowledge, abilities, capabilities and specific experience required to complete this effort. The F-16 Program Management Team (PMT) has a requirement for software and hardware avionics support. Capabilities sought include: F-16 Developmental Test and Evaluation (DT&E) and Operational Test and Evaluation (OT&E) Flight Test Program Manager (PM). Assist government with DT&E and OT&E sustainment flight test programs to assure compliance with Air Force regulations and flight test Point of Contact (POC) to F-16 System Program Manager (SPM) on F-16 United States Air Force (USAF) and Foreign Military Sales (FMS) programs. Contractor shall assist the government in establishing sustainment flight test priorities at the F-16 flight test centers (Edwards AFB Flight Test Center, CA; Air National Guard Air Force Reserve Test Center (AATC), Tucson AZ) and coordinate sustainment priorities with all F-16 programs. F-16 DT&E and OT&E is conducted under a combined Test DT&E/OT&E philosophy. Contractor must have experience with both DT&E and OT&E processing and procedures. Under the F-16 capabilities-based Test and Evaluation process, the contractor must have experience with leading Flight Test Integrated Test Teams. Contractor must have unique F-16 flight test experience to successfully lead testing of the integrated software and hardware capabilities currently planned for the F-16 aircraft. F-16 DT&E and OT&E Flight Test Support. Provide day to day flight test management support for F-16 Modernization flight programs. F-16 DT&E and OT&E is conducted under a combined Test DT&E/OT&E philosophy. Due to this combined Test philosophy, the contractor must have experience with both DT&E and OT&E flight test processes and procedures. Under this combined test philosophy, the F-16 flight test support managers are responsible for coordinating the preparation and execution of flight test plans with the combined DT&E/OT&E organizations. During test execution, the contractor shall review and evaluate test data, update the F-16 Watch Items (WITs) tracking database, Software Problem Anomaly Reports (SPARs), and Preliminary Quality Deficiency Reports (PQDRs) and provide inputs to program managers for flight test impact. Contractor must have unique F-16 flight test background to successfully plan and execute the flight test plans to integrate the software and hardware capabilities currently planned for the F-16 aircraft. The tasks associated with this requirement have historically required multiple Flight Test Managers. F-16 Operational Flight Program (OFP) Configuration Management support. Assist government with configuration control of all F-16 OFP software and avionics hardware programs in accordance with the F-16 OFP software and hardware management process guide and F-16 Software Development Plan. The contractor shall assist the government with configuration management and ensure the accuracy of engineering work products for assigned programs. Contractor must have experience with Interleaf, Quicksilver, Tracker, Lotus Notes, and Dimensions software programs. The 309th Software Maintenance Group (309 SMXG) is certified at Capability Maturity Model Integration (CMMI) Level 5. The contractor must have experience with CMMI Level 5 Configuration Management processes and procedures. Contractor must have F-16 configuration management experience to properly manage the multiple baselines which are a result of on-going software and hardware avionics programs. The contractor must have experience and be certified in the following configuration management processes and procedures: 1) Identification - Identify and document the functional and/or physical characteristics of F-16 OFP and associated documentation; 2) Control - Report information needed to manage the F-16 OFP and associated documentation effectively, including the status of proposed changes and implementation status of approved changes; 3) Verification and Audit - Audit the F-16 OFP software and associated documentation to verify conformance to specifications, drawings, interface control documents, and other configuration requirements; 4) Status Accounting - Uniquely identify the data files, including version of the files and their status (e.g., working, released, submitted, approved); 5) Data Management - Record and report information needed to manage the data files effectively, including the status of updated versions of files. The tasks associated with this requirement have historically required multiple Configuration Managers. F-16 OFP Software Engineering support. Provide F-16 OFP software and Cartridge Support Software (CSS) system design, subsystem design, code and test. Contract support shall include software system design, software subsystem design, software coding, and software testing. OFP and CSS development duties include System Problem Anomaly Report (SPAR) resolution, development of Design Change Requests (DCR) defining the subsystem requirement, code development implementing DCR requirements and development of Software Change Requests (SCR) to document the code developed. The 309th Software Maintenance Group (309 SMXG) is certified at Capability Maturity Model Integration (CMMI) Level 5. The contractor must have experience with CMMI Level 5 engineering processes and procedures. The F-16 software development process requires the contractor to be familiar with F-16 Common Modular Environment (COMET) test stand operation and usage for candidate development and test. The primary development environment for F-16 OFP software is the Sun Micro Systems development environment. The contractor must have experience with Sun Micro Systems development environment in order to accomplish CMMI level 5 software development and testing. The contractor shall also have experience with the F-16 Color Multifunction Display System (CMFDS) development environment and the F-16 Software Development Plan (SDP). Contractor must have experience with ADA, Jovial, C/C+/C Sharp software languages. The tasks associated with this requirement have historically required multiple engineers. F-16 Senior Engineering support. Provide engineering support to F-16 Modernization Flight for avionics hardware modifications. The contractor shall assist the government technical program manager and participates in a variety of preliminary tasks related to the creation of the avionics modernization program. The F-16 Modernization Flight accomplishes organic hardware modification development. The contractor shall provide F-16 aircraft modification expertise in the area of aircraft modification design and the F-16 Organic Change Notice (OCN) process. The F-16 Modernization Flight accomplishes modification installation validations and verifications. The contractor shall provide technical support for Trial Vehicle Installation (TVI) process used for F-16 modifications and verify designs/data are sufficient for the avionics modification. Contractor must have a thorough knowledgeable of F-16 avionics systems, aircraft wiring and configuration management processes. F-16 Senior Program Management support. Assist government with management of avionics hardware/software modifications. The contractor shall assist the government in development of all preliminary program planning/business documents such as the program plan, OSS&E requirements, cost requirements, budgets, and performance requirements for the program. F-16 software and hardware programs are governed by internal F-16 software and hardware processes. The contractor shall have experience with F-16 OFP software and avionics hardware programs in accordance with the F-16 OFP software and hardware management process guide and the F-16 Software Development Plan (SDP). The F-16 Modernization Flight is managing multiple software and hardware programs. The contractor must have F-16 software and avionics experience to properly assist with the management of the multiple baselines which are a result of on-going software and hardware avionics programs. The tasks associated with this requirement have historically required multiple Program Managers. Program Management support for Modular Mission Computer (MMC) transition and MMC OFP software update programs. The F-16 Modernization Flight is supporting the 309th Software Maintenance Group in the planning and scheduling of the transition of the MMC software baseline from the Prime Vendor (LM Aero) to OO-ALC. The contractor shall assist the government with planning of the transition of MMC OFP workload to OO-ALC and program management support of the follow-on MMC software updates. The contractor shall assist the government in development of all preliminary program planning/business documents such as the program plan, OSS&E requirements, cost requirements, budgets, and performance requirements for the program. In order to support this time critical transition, the contractor must have experience with the F-16 Block 40/50 MMC OFP software and avionics baselines. The contractor must have experience with the F-16 OFP software and hardware management process guide and the F-16 Software Development Plan (SDP) in order to support this transition. Other Positions F-16 OFP Documentation support. Assist government with documentation control of all F-16 OFP software and avionics hardware programs. The contractor shall manage the creation of, perform inputs, and verify changes to the OFP software and hardware master documents. Contractor shall be required to have experience utilizing F-16 OFP software development and tracking tools Interleaf, Quicksilver, Tracker and Dimensions software programs. The 309th Software Maintenance Group (309 SMXG) is certified at Capability Maturity Model Integration (CMMI) Level 5. The contractor must have experience with CMMI Level 5 Configuration Management and Documentation processes and procedures and the F-16 Software Development Plan (SDP). Contractor must have F-16 documentation experience to properly manage the multiple baselines which are a result of on-going software and hardware avionics programs. Program Management support for F-16 OFP Test Equipment. Assist government with managing configuration of Avionics Integrated Support Facility (AISF) F-16 Common Modular Environment COMET test stands and test equipment. The 309th Software Maintenance Group organically developed the AISF COMET test stands. The contractor shall monitor and update the F-16 COMET test stand and equipment requirements in the organically developed F-16 Procurement Database. The contractor shall assess all F-16 aircraft Time Compliance Technical Orders (TCTOs) for potential impacts to COMET test stands and equipment. Contractor shall be familiar with F-16 software and avionics baselines. The 309th Software Maintenance Group (309 MSXG) is certified at Capability Maturity Model Integration (CMMI) Level 5. The contractor must have experience with CMMI Level 5 Test Configuration Management processes and procedures and the F-16 Software Development Plan (SDP). Contractor shall have experience with F-16 OFP software and avionics hardware programs in accordance with the F-16 OFP software and hardware management process guide. Contractor must have a thorough knowledgeable of F-16 avionics systems, aircraft wiring and configuration management processes. F-16 Flight Manuals updates. The F-16 Modernization Flight accomplishes organic development of Technical Order (TO) changes and Time Compliance Technical Orders (TCTOs). The contractor must have experience with F-16 Flight Manuals, in order to assist the government with updates driven by OFP software updates. The contractor shall assist with the updating of F-16 Flight Manuals (1F-16C-1, 1F-16C-34-1-1, 1F-16C-34-1-1-1) TOs, Pilot Pocket Guide (PPG), and Pilot Information Manual (PIM) for applicable OFP software updates. The contractor shall attend OFP software design reviews and TO reviews to determine the impacts to the Flight Manual TOs, PPG, and PIM as a result of software changes. This position must be filled by an rated F-16 pilot. No travel is required for this notice.
