Description
NOTICE OF INTENT This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate a sole source BPA with POLYMEDCO Inc., a small business, for Fecal Occult Blood (FOB) testing. The following are the requirements determined by P&LMS (Pathology and Laboratory Medical Service) for a new testing system: 1) Immunoassay Based Methodology - this methodology provides for more specificity with fecal occult blood testing thereby reducing false positive results (and in turn reducing colonoscopies). 2) Fully Automated System - P&LMS receives and tests approximately 1500 fecal occult blood cards each month. Fast turn- around-time is crucial to meet VHA performance measures. 3) Connectivity - The automated system must be capable of interfacing with Vista for electronic transfer of patient results into the computer system. 4) Simple/Safe Sample Collection Device - The collection device should be simple and easy for the patients to use. Compliance is a major issue with fecal occult blood testing. A simple, clean collection device is essential. Also, a collection device that does not require laboratory personnel to handle the specimen directly, improves safety in the laboratoryThe proposed period of performance shall be from 1 October 2009, thru September 30, 2010, with option years. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106(b) - access to proprietary information. Other persons may identify their interest and capability to respond to this requirement by September 4, 2009. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government.
