Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Pediatric Oncology Branch (POB) intends to procure on a sole-source basis with BD Biosciences, 2350 Qume Dr., San Jose, CA 95131 for a BD FACS Aria II special order laser upgrade. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. The POB lab acquired a standard version of BD FACS Aria II flow cytometry one year ago. To use full capacity of the Aria II in preclinical studies, an upgrade is needed to add an extra violet laser. The upgrade would allow the lab to simultaneously detect and measure all 11 colors of the immune cells stained with appropriate antibodies to do a better analytic job in our preclinical studies. BD Biosciences manufactures and services all the BD brand flow cytometries. The upgrade is only available direct from BD Biosciences, who is the original BD FACS Aria II manufacturer. BD Biosciences, manufacturer of the FACS Aria II sells both instruments and upgrades directly to the end user and does not use distributors. For these reasons, the upgrade needs to be purchased from BD Biosciences as there is no other known source. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on September 10, 2009. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
