Description
This is the Request for Quote, SF -18 for the Federal Government RCD CONFERENCE - HOTEL ROOMS This is a combined synopsis/solicitation for commercial services for 288 hotel room nights starting October 18, 2009 to October 29, 2009. The hotel should be within 6 blocks distance from the Millennium Challenge Corporation (MCC) headquarters located at 875 Fifteenth Street NW Washington DC 20005. This synopsis/solicitation is prepared in accordance with the format in FAR 12.602, as supplemented with additional information included in this notice. No separate paper or electronic solicitation will be issued. The combined solicitation/synopsis, request for quotes number is MCC-09-RFQ-0117. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. The solicitation is issued on a full and open competition basis; the North American Industry Classification System code is 721110 with a corresponding size standard of $6,500,000. The Millennium Challenge Corporation, a U.S. federal government corporation, 875 Fifteenth Street, NW, Washington, D.C. 20005, intends to award a competed contract as a result of this solicitation utilizing the simplified acquisition procedures authorized by FAR 12.6 and 13.5 for commercial items not exceeding $100,000.00. Award will be made to the offeror for 288 room nights. Offeror must state the "per night price" and total price for all 288 room nights using the attached Standard Form 18, Request for Quotation. If all 288 room nights are not available in one hotel location, the offeror must state other location address (es) and distance from MCC. The period of performance for the intended contract is October 18, 2009 through October 29, 2009. FAR 52.212-1, Instructions to Offerors-Commerical, applies to this acquisition. The government intends to obtain pricing and secure rooms in a quantity such that 38 rooms will be secured for a total period of 6 calendar days, October 18 - 24, 2009 equating to a total of 228 room nights and 12 rooms will be secured for a total period of 5 calendar days, October 24 -29, 2009, equating to a total of 60 room night. Both quantities equal a combined total of 288 room nights. The government will issue a purchase order with the payment made using the US Government Purchase Card to the responsible offeror whose proposal is most advantageous to the government. Statement of Work Commercial Services - Hotel Rooms A. Introduction The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. The MCC requires commercial services for hotel room nights. B. Scope The scope of this solicitation is 288 hotel rooms for MCC's Resident Country Director Conference and associated training. C. Period of Performance The performance period of the contract is October 18 - 24, 2009 and October 24-29, 2009. D. Performance Location The hotel should be within 6 blocks distance from the Millennium Challenge Corporation (MCC) headquarters located at 875 Fifteenth Street NW Washington DC 20005. E. Acceptance Criteria All services provided under the contract shall be in accordance with standard commercial hotel practices. F. Evaluation Factors and Subfactors A contract will be awarded to the Offeror whose offer is the most advantageous to the Government and provides the best value based on trade-off analysis. The Government may consider award to other than the lowest priced Offeror or the highest technically rated Offeror if such an award is in the best interest of the Government. FI.1. The following evaluation factors and subfactors are listed in decreasing order of importance. F.1.1 Evaluation Factor 1: Location and proximity to MCC Headquarters F.1.2 Evaluation Factor 2: Past Performance Subfactors: a. Quality of Service b. Cost Control c. Timeliness of Performance d. Business Relations with Customer F.1.3 Evaluation Factor 3: Price G. Clauses and Proposal Instructions FAR 52.212-2 Evaluation-Commercial Items (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers in descending order of importance: - Technical capability of the item offered to meet the Government requirement; - Past Performance; and Price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) To be eligible for award, offerors must be registered in the Central Contractor Registration (CCR), as required by FAR 52.204-7, Central Contract Registration. Each offeror shall include a completed copy of the provision at FAR 52.212-3, including Alt I, Offeror Representations and Certifications-Commercial Item (Nov 2006).
