- NASA/GSFC has a requirement for the continuation of the measurement total solarirradiance (TSI) and monitor the density and content of aerosols in the atmosphere. Inorder to fulfill this requirement, NASA/GSFC is utilizing American Recovery andReinvestment Act(ARRA) funds to provide for key elements of the Glory observatorycontract performance through approximately December 19, 2010. The Glory mission consistsof the Total Irradiance Monitor (TIM), the Aerosol Polarimetry Sensor (APS) and two cloudcameras. To complete the Glory mission, NASA has chosen to use the spacecraft buspreviously built by Orbital Sciences Corporation as part of a line of spacecrafts tosupport small to medium sized earth science and observation satellites.The performance elements that will be covered under the American Recovery andReinvestment Act of 2009 include completing design, fabrication, test and delivery to theObservatory; prepare for mission operations; prepare for shipment to launch site; packand support shipping the Observatory to the launch site and complete launch siteactivities. Orbital Sciences Corporation is performing these key elements under theexisting contract that was awarded on 6/3/2004 under the statutory authority 10 U.S.C.2304 (c) (1), only one responsible source. As the original designer and manufacturer ofthe VCL bus, Orbital Sciences Corporation was the only company capable of completing thespacecraft and modifying it to meet the requirements and schedule of the Glory mission.
