- Description
- The U.S. Department of Labor/OASAM/BOC/OPS (DOL) is seeking a qualified general contractor for the construction of the New Hampshire Job Corps Center in Manchester, New Hampshire. The work involves general construction of 6 buildings totaling approximately 160,000 gross square feet. The work shall include site improvements in the form of grading, landscaping, roads, parking, drainage, and connection to all utilities. In addition, the work will include site clearing and rock and granite blasting services. DOL expects to break ground on this project during the fall of 2009. Given the extreme weather conditions of New England, it is critical that DOL begin and sustain construction as planned. The Manchester New Hampshire Job Corps Center is a large scale project that shall require an extensive and involved period of time to construct. This project will require large scale capital outlays, and will require exacting construction and performance standards, calling for high labor skills for many operations and complex scheduling and managerial organizations. As a result of the project's size, DOL would like to draw prospective contractors' attention to Executive Order 13502, 74 Fed. Reg. 6985 (Feb. 11, 2009) which directs federal agencies to consider using Project Labor Agreements (PLAs) on large scale construction projects. After analyzing the needs of the DOL, the agency has determined that it is in its best interest to require the use of a PLA for this work. As a result of the magnitude and type of work and the requirement that a PLA be used, we are requesting contractors to provide a definitive Capability Statement that will encompass the following: 1. If possible, Project Labor Agreement (PLA) experience demonstrated by submitting 3 successfully completed projects and references with contacts and telephone numbers that DOL may contact. 2. Performance and Payment Bond capability for a project over $10 million dollars. 3. Please provide a mandatory DUNS number for your company. All prospective Federal contractors must be registered in the Central Contractor Registration which may be located at www.CCR.gov Capability Statements should be written based on this synopsis, herein, which contains all pertinent information for this Request for Information, RFI.
